The auction can be defined as a stock of

goods or services that concentrate demandand supply in time and space , with specific

focus that offer very short time, either as an

actual offer of goods or scripting in the form

of documents.

special rules, general or particular, in accordance with the scope or nature

of the transaction and with the laws and uniform rules that govern their

organization;

b. diminish the importance of negotiations, instead of having them rightafter opening the tenders after award;

price, technical and functional characteristics of products and the

conditions and terms of delivery and payment;

d. award ownership of the property of the sold or receiving best value awardis made by operation;

the conclusion of the operative contracts.

and not on the basis of samples or types of cargo;- Real estate;

- Unique high- value goods.



� Import auctions:

Are initiated directly by importers or by specialized

companies and aim equipment, installation or

complex objectives;

Can be arranged for both goods and services;

A special place it occupies in international trade and

tenders for installation of complex social andeconomic objectives.



Advantages for importer:

allow to obtain a larger number of comparable deals in ashort time;

market knowledge, negotiation, contracting andexecution of the operation is done with much lower costs compared with other techniques transactional;

increase import efficiency by obtaining guarantees

superior quality products at competitive prices; stimulate domestic economic activity and foreign

exchange savings by involving local firms asrepresentatives or sub-suppliers.



� Advantages for bidders:

a better understanding of technical and quality performance of competing products and markettrends that manifest themselves;

allow for better information on the business practices of the beneficiary country;

opportunity to enter into relationships of cooperation or under-supply of the winning

companies or enter into the mechanism offers; commercial prestige gained by winning the auction,

the company advertises for free.



a) For bidders - for items of expenditure. purchase

specifications, preparing tenders, deposit

guarantees, which recovers costs only in case of

winning auction;

b) For organizers - only justify the costs incurred for

contracts with higher values and only when the

market is perfect competition.

o USA:

In America, the tender bids are floated across wide industrial domains including chemicals,

construction, fabricated products, machinery, software, transport, telecommunication, and

consultancy services.

o UK :

The tenders are floated from industries like pharmaceuticals, repair & maintenance services, and

construction sector.

o France:

The majority of tenders floated in France are from construction, consultancy services, fabricated

products and machinery. A large number of France tenders from consultancy, insurance

services, land transport, repair & maintenance, sewage and software services.

o China:

A large number of China tenders from consultancy, agriculture and sanitation services.

o Germany:

A large number of tenders fall under software services, sewage services, construction work, and

fabricated products. The tenders are also floated from pharmaceuticals, office equipments,

and motor vehicles.



� Types of auctions used in RM: open auctions;

property auctions;

food auctions;

auto auctions; drug auctions;

service auctions;

construction.

Republic of Moldova organize tenders more in

construction sphere to improve infrastructure, and most

of them a sponsored by abroad companies and economic

agents.



� Auctions create action. The auctioneer assembles goods belongingto the seller in such a manner as to attract interest from buyers. No

auction could survive without the buying public;

� Auctions have been recognized as an important tool for improving

economic efficiency;

� Auctions are also instrumental in developing local business and

fostering good governance;

� Strengthening competition at procurement auctions lowers

contract prices and mitigates the heavy indebtedness of developing

countries;� Participating in auctions can give possibility to buy goods at good

price and quality, developing economics relation, and enlarge the

field of partnership between different countries and firms.
