PRECIZÃRI METODOLOGICE

TRANSPORTURI

Datele privind transportul de mãrfuri se referã la activitateade transport a unitãþilor care efectueazã transport în contulaltora ºi în cont propriu (exclusiv transportul uzinal), iar celereferitoare la transportul de pasageri cuprind transportul realizatde cãtre operatorii economici autorizaþi în acest sens (inclusivtransportul rutier turistic realizat cu autobuzele ºi autocareleagenþiilor de turism).

Transportul în contul altora reprezintã transportul care seefectueazã pe bazã de contract, contra platã, de cãtre unoperator economic cu licenþã de transport, cu mijloace propriisau închiriate, în numele unor terþe pãrþi.

Transportul în cont propriu înseamnã transportul efectuat depersoane juridice ºi fizice pentru satisfacerea necesitãþilor proprii.

Mãrfurile transportate în perioada de referinþã se exprimãprin greutatea lor, în tone.

În statistica modurilor de transport rutier, aerian ºi maritim,greutatea înregistratã este greutatea brutã a mãrfurilor, în tone.În statistica transportului feroviar ºi pe cãi navigabile interioareeste consideratã greutatea brutã-brutã a mãrfurilor, care includeatât greutatea proprie a mãrfurilor ºi ambalajelor, cât ºigreutatea (tara) echipamentului de transport, respectiv paleþi ºicontainere.

Transportul pe calea feratã cuprinde mãrfurile încãrcate învagoane ºi expediate pe reþeaua de cale feratã, indiferent dedestinaþie. De asemenea, include mãrfurile încãrcate învagoanele intrate prin staþii de frontierã, având ca destinaþie ostaþie de pe reþeaua naþionalã de cãi ferate sau tranzit spre ostaþie din strãinãtate.

Lungimea liniei de cale feratã în exploatare includenumai liniile deschise traficului de mãrfuri ºi pasageri, pe caretransporturile respective se fac pe bazã de legitimaþii decãlãtorie sau scrisori de trãsurã.

În transporturile rutiere, pe cãi navigabile interioare,maritime ºi aeriene sunt cuprinse mãrfurile transportate cumijloace de transport proprii sau închiriate de cãtre operatoriinaþionali, oricare ar fi locul de expediþie sau de destinaþie. În transportul aerian nu sunt incluse proviziile de bord ºibagajele pasagerilor.

Transportul prin conducte petroliere magistralecuprinde volumul produselor petroliere pompate prin conducteºi ajunse la destinaþie.

Categoria autovehiculelor pentru transportul mãrfurilorcuprinde: autoutilitare (autovehicule destinate transportului demãrfuri fãrã amenajãri speciale); autovehicule specializate(autovehicule destinate transportului de mãrfuri cu amenajãrispeciale: autobasculante, cisterne, izoterme etc.); autotractoareºi autoremorchere.

Parcursul mãrfurilor se exprimã în “tone-km“ ºi sedeterminã în funcþie de greutatea mãrfurilor transportate ºi dedistanþele parcurse de vehiculele care efectueazã transporturile,de la locul de încãrcare la locul de descãrcare.

Transportul portuar de mãrfuri reprezintã operaþiunile deîncãrcare ºi descãrcare de mãrfuri, în/din nave româneºti ºistrãine, în porturile din þarã. Se include ºi transferul mãrfurilor dela o navã la alta.

Transportul aeroportuar reprezintã îmbarcãrile/ debar-cãrile de pasageri ºi încãrcãrile/descãrcãrile de mãrfuri ºi poºtãîn/din aeronavele naþionale sau strãine care decoleazã/aterizeazã pe aeroporturile de pe teritoriul României, precum ºimiºcãrile de aeronave pe aceste aeroporturi.

METHODOLOGICAL NOTES

TRANSPORT

Data on goods transport refer to the transportation activity ofunits carrying out transport on others account and on own account(excluding factory transport), while those concerning passengerstransport comprise the transportation activities performed byauthorised economic operators (including road transport by busand coaches performed by travel agencies).

Transport for hire or reward represents transport based oncontract, with charge, carried out by an economic operator havingtransport licence, with own or rented means, on behalf of thirdparties.

Transport on own account means transport carried out bylegal and natural persons to satisfy own needs.

Transported goods during the period of observation areexpressed by the weight, in tonnes.

In statistics of road, air and maritime transport modes, theweight recorded is the gross weight of goods, in tonnes. In rail andinland waterways transport statistics, the weight taken intoconsideration is the gross-gross weight of goods and packagingand the tare weight of equipment such as containers and pallets.

Rail transport includes goods loaded in waggons and sent byrailways network, irrespective of their destination. Goods loaded inwaggons, entered through border stations, having as destination astation on the national railways network or in transit to a stationabroad, are also included.

Railways length under operation includes only those linesopened to traffic of goods and passengers, the respective transportbeing performed based on travel licences or way bills.

Road, inland waterways, sea and air transport includegoods transported by own transport means or rented by nationaloperators, irrespective of dispatch or destination place. Air transport does not include board supplies and passengersluggage.

Transport via petroleum pipe-lines includes the volume ofoil products pumped by pipes and which reached the destination.

The category of motor vehicles for transport of goodsinclude: autoutilitarians (motor vehicles for transport of goods,without special arrangements); specialized motor vehicles (motorvehicles for transport of goods with special arrangements: lorries,tank trucks, isotherms a.s.o.); autotractors and autotrailers.

Goods transport performance is expressed in “tonnes-km“and is determined by the weight of transported goods anddistances covered by vehicles which carry out the transport fromloading to unloading place.

Goods transport at ports represents loading and unloadingoperations in/from Romanian and foreign ships, in domesticharbours. Goods transfer from one ship to another is also included.

Airports transport represents embarkment/disembarkmentof passengers and loading/unloading of goods and mail in/fromnational or foreign aircrafts which take off/land on the airportsfrom Romanian territory, as well as movements of aircrafts on theseairports.

Pasagerii transportaþi reprezintã pasagerii îmbarcaþi cãtreorice destinaþie, indiferent dacã plecarea se face de pe teritoriulþãrii sau nu, cu condiþia ca vehiculul sã aparþinã unei unitãþi detransport din þarã sau sã fie închiriat de aceasta. La transportulpe calea feratã au fost incluºi pasagerii plecaþi din staþiile de pereþeaua naþionalã de cãi ferate, indiferent de destinaþie ºipasagerii intraþi în þarã prin staþiile de frontierã, care posedãbilete, abonamente, legitimaþii de cãlãtorie sau alte documentede transport.

Parcursul pasagerilor se exprimã în “pasageri-km“ ºi sedeterminã în funcþie de numãrul pasagerilor transportaþi ºi denumãrul de km parcurºi de fiecare pasager.

Drumurile sunt cãi de comunicaþie terestrã specialamenajate pentru circulaþia vehiculelor ºi pietonilor.

Drumurile publice sunt obiective de utilitate publicãdestinate transportului rutier în scopul satisfacerii cerinþeloreconomiei naþionale, ale populaþiei ºi de apãrare a þãrii; acesteaaparþin proprietãþii publice.

Drumurile naþionale asigurã legãtura capitalei þãrii cumunicipiile-reºedinþe de judeþ, legãturile între acestea, precumºi cu þãrile vecine.

Drumurile judeþene ºi comunale asigurã legãturile întremunicipiile-reºedinþe de judeþ ºi reºedinþele de comune,municipii, oraºe ºi alte obiective importante, între comune ºisatele componente din cadrul judeþului, precum ºi legãturaîntre municipii, oraºe, comune ºi sate între ele.

POªTÃ ªI TELECOMUNICAÞII

Trimiterea poºtalã este un bun aflat în forma finalã careurmeazã sã fie transportat ºi livrat, altfel decât prin mijloaceelectronice, la adresa indicatã de expeditor. Din aceastãcategorie fac parte trimiterile de corespondenþã, imprimateleºi coletele poºtale.

Trimiterea de corespondenþã este o comunicare scrisã,tipãritã, imprimatã sau înregistratã pe orice suport material careurmeazã sã fie transportatã ºi livratã, altfel decât electronic, laadresa indicatã de expeditor pe acest suport sau pe ambalajulacestuia.

Imprimatele (cãrþi, cataloage, ziare ºi periodice) sunttrimiteri poºtale care nu sunt incluse în categoria trimiterilor decorespondenþã.

Trimiterile poºtale recomandate sunt acele trimiteripentru care se oferã o garanþie forfetarã împotriva riscurilor depierdere, furt, distrugere totalã sau parþialã, deteriorare ºi pentrucare se elibereazã la cerere o dovadã privind depunerea lapunctul de acces sau la destinatar.

Trimiterile poºtale cu valoare declaratã sunt aceletrimiteri care sunt asigurate împotriva pierderii, furtului,distrugerii totale sau parþiale, deteriorãrii, pentru o sumã egalãcu valoarea declaratã de expeditor.

Coletul poºtal este o trimitere poºtalã conþinând bunuri cusau fãrã valoare comercialã; coletele poºtale nu trebuie sãconþinã alte trimiteri poºtale.

În numãrul de conexiuni la serviciile de telefonie suntcuprinse conexiunile persoanelor fizice ºi juridice la serviciile detelefonie fixã ºi mobilã.

Numãrul de conexiuni la serviciul de telefonie fixã estereprezentat de numãrul de linii telefonice fixe conectate pentrucare se plãtesc abonamente.

Numãrul de conexiuni la serviciul de telefonie mobilãeste reprezentat de numãrul de cartele SIM pe bazã deabonament ºi cartele SIM preplãtite active.

În mijloacele de radiocomunicaþii sunt cuprinse ºi staþiileprivate de radio ºi televiziune.

Transported passengers represent passengers embarked toany destination, no matter if departure is on national territory ornot, provided that the vehicle belongs to national transport units oris hired by them. Rail transport includes passengers who leftnational rail stations, irrespective of their destination andpassengers who entered the country through border stations, whohave tickets, season tickets, travel licences or other transportdocuments.

Passenger transport performance is expressed in“passengers-km“ and is determined according to the number oftransported passengers and the number of km travelled by everypassenger.

Roads are ground communication ways especially built forvehicles and walkers traffic.

Public roads are public utility objectives meant for roadtransport in order to meet the requirements of national economy, ofpopulation and of national defence; they belong to publicownership.

National roads assure the connection between capital andmunicipalities-county residences, connections between them, aswell as with neighbouring countries.

County and communal roads assure connections betweenmunicipalities-county residences and commune residences,municipalities, towns and other important objectives, betweencommunes and component villages within county, as well asbetween municipalities, towns, communes and villages.

POST AND TELECOMMUNICATIONS

Mail dispatch is a good in its final form, which is to betransported and delivered otherwise than through electronicmeans, to the address indicated by sender. This category includesmail, printed matters and parcels.

Mail is a written communication, printed or recorded on anymaterial support which is to be transported and delivered,otherwise than electronically, to the address indicated by sender onthis support or on its package.

Printed matters (books, catalogues, newspapers andperiodicals) are mail dispatches which are not included into mailcategory.

Registered mail are the dispatches for which a lump warrantyis provided against loss, theft, total or partial destroy and damagerisks, for which a certification of handling to the access point or torecipient can be delivered upon request.

Mail dispatches with valuables are the dispatches insuredagainst loss, theft, total or partial destroy or damage for an amountequal with that stated by sender.

Parcel means a mail dispatch containing goods with / withoutcommercial value; parcels should not include other maildispatches.

Number of conections at telephony services includeconections of natural and legal persons for fixed and mobiletelephony services.

Number of conections for fixed telephony service is given bythe number of fixed conected telephone lines for which a subscriptionis paid.

Number of conections for mobile telephony service is givenby the number of SIM (Subscriber Identity Module) cards for which asubscription is paid and prepaid rechargeable SIM cards.

Radiocommunication means also include private radio andTV stations.
