    Recent traffic counts must be included for all links andintersections within the study area

    Counts at intersections should consist of AM and PMweekday peak-hour turning movements and/or turningmovements at other times as deemed necessary

    The beginning and ending times for the peak hours willbe identified by inspection of peak period or longerduration count tabulations baesd on counts no morethan one year old at the time the traffic study issubmitted

    Pedestrian and Bikeways Facilities

    Such facilities that connect or are proposed to connectthe development to adjacent trip-generating usesshould be noted; however the information is requiredif private vehicle trips reductions are being assumedbecause of theese facilities

    proximity to theeseadjacent trip=-generating usesshould be within a 10-minute walk or bike ride

    data on the expected share and distribution ofpedestrian and cyclist trps may be considered in thepreparation of the study

    However this information should be verified with theTrails Planner

    Land Use

    A knowledge of nearby existing land uses and theirapproved access locations is usefull in assessing theaccess required from the roadways in the study area.Field inspections will determine existing land uses

    Traffic Accident Data

    Projected Traffic Growth and Planned TransportationImprovements

    The growth in traffic within a study area dhould includetraffic generated by other planned development in the

    study area and an estimate of growth in through traffic(trips with both origin and destination outside the studyarea

    Growth in through traffic may be estimated usingeither historical data, knowledge of the surroundingarea or application of a gravity model

    Extrapolation of historical data from the past ten yearsmay be considered acceptable for developments thatwill be built within a six-year time horizon. More in-depth study is encouraged for development proposalsof a broader scale

    The amount of planned development that must beconsidered for various types of development reviews(new zoning, subdivisions etc.) will be checked againstpreliminary or approved plans: Basic Plans (romanianPUGs), Comprehensive Design Plans (romanianPUZs)

    Filed checking of background development is stronglyadvised. Subdivisions for which a final plat has notbeen approved or recorded should also be researched

    It is the ultimate responsibility of the traffic consultantto ensure that the development list is complete

    Planned transportation system improvements will beconsidered depending of the type and phasing ofdevelopment under study

    Planned improvements to be considered are identifiedby fully funded for construction criteria. Bondedimprovements feature the following criteria:

    the bonding is sufficient to cover 100% of the

    construction cost

    the construction permit has been appropved

    a construction schedule has been inclued in the

    permit package

    The beginning and ending times for the peak hours will be identified by inspection of peak period or longer duration

    count tabulations baesd on counts no more than one year old at the time the traffic study is submitted
