Official contest rules

I. Organizer

« “ANDREI NICOLESCU” Cup» contest is organized by CLUB SPORTIV AQUA SPORT CITIUS BUCURESTI.

The participants to the contest shall observe the terms and conditions in these O�cial Contest Rules.

The O�cial Contest Rules shall be drawn up and made public in accordance with the legislation in force in Romania, and it shall be available for free for each applicant on Organizer’s website and at the place where the contest takes place.

The contest shall be organized in compliance with FINA – International Swimming Federation Contest Rules, and the competitors shall observe the rules presented in FINA rules. By taking part in this competition, the participants agree to comply with and observe all the provisions, terms and conditions of these O�cial Contest Rules and of the legislation in force.

II. Period and place of contest

The contest shall take place in the period October 27-28, 2018 at Dinamo Olympic Swimming Pool (Bucharest, Șoseaua Ștefan cel Mare, nr. 7-9).

The swimming pool is 50 m long and it has 10 lanes. Water temperature is 26-28 degrees Celsius. Timekeeping is automatic.

III. Participants

The categories of participants are the children born between 2005-2009 and younger.

The competitors falling into the categories speci�ed in these Rules and who registered and paid the contest fees may take part in this Contest.Those born in 2010, 2011 will be awarded together with those born in 2009 and have to accomplish the target times for 2009.

The maximum number of participants shall be 350. When this �gure has been touched, registrations shall stop.

Each club shall be responsible for the health of their participants in the contest. They must have a medical visa to date, and the veri�cation of this visa shall be incumbent on the participating club. The participation to this contest shall be the responsibility of each competitor and club, respectively.

IV. Registration

The registration lists shall be sent via e-mail until October 13, 2018 to the address [email protected].

Withdrawals shall be made until October 11th 2018 at the latest.

The registration deadline shall be mandatory.

A child may take part to maximum 2 events of each meeting. The system creating the series is automatic. Series shall be OPEN in quali�cations.

We reserve the right to change the start time according to the number of registrations received.

The organizing club undertakes, within 24 hours since the receiving of the registration list, to send a con�rmation e-mail. If this is not the case, they shall consider that the respective registration list has not been received, and the participating club shall have to resend the registration list.

The start lists shall be completed within at least 48 hours before the beginning of the contest. These and the real time results may be followed by accessing the website www.amnb.ro.

V. Participation fee

The participation fee shall be 100 RON/participant.

The fee may be paid in cash before the o�cial beginning of the contest or by bank transfer to the account RO93BACX0000001098609003 – open with UNICREDIT BANK, bene�ciary Asociaţia Club Sportiv AQUA SPORT CITIUS BUCURESTI.

The fee for each club shall be calculated according to the �nal list on October 20, 2018 which shall become exigible from now on, regardless whether a participant withdraws subsequently

VI. Rules and conditions

The �rst 8 athletes in each event shall qualify to the event �nals in the afternoon. The �nals shall be constituted by ages. If there are 8 participants or fewer for the same event, the athletes shall no longer participate to quali�cations and they shall qualify directly for the �nals.

In the event no. 4, 200 m CRAZY Individual Medley, during the quali�cations, the swimmers will have to respect the order of the styles mentioned in the FINA rules whereas in the �nals, the 8th quali�ed swimmers will extract the order of the styles right before the start of the race, each swimmer having a unique combination.

If there are more than 2 athletes from the same club they shall not qualify for the same �nals.

If 3 or more athletes from the same club have obtained a time allowing them to qualify for the �nals, the �rst 2 shall qualify, and the rest of them shall be replaced with athletes from other clubs in the order of quali�cation times

If 2 or more athletes are on a par on the 8th place, they shall be subject to a tiebreaker consisting in the repeating of the event.

The relay races shall take place in the event �nals. Each club may register maximum one relay race for each gender and it shall be made up of children born in di�erent years. 2 athletes born in the same year shall not be allowed to take part to the relay races.

Following the �nals, the �rst 3 athletes for each individual event as well as the �rst 3 relay races shall be awarded diplomas, medals and surprise prizes by the organisers.

Finalists in each event, according to the place they occupy, shall also receive a number of points as follows:

1st place 2nd place 3rd place 4th place 5th place6th place 7th place 8th place relay races shall be scored double.

The most valuable athlete based on the score accumulated for each age and gender category and the �rst 3 clubs in the overall ranking shall be awarded diplomas and cups and special prizes.

Each event has a target time. In the case that the target time is not achieved in the competition, the club has to pay a penalty fee of 50 RON/event. The target times are presented in the next table:

VII. Other observations

Each participating club shall have a number of seats allocated in the tribune proportionally to the number of participants. The competitors may stay on the border of the swimming pool as there are seats specially arranged for them.

By their registration to the contest, the participating delegations agree to the taking of photos/�lming of the participant athletes and to the use of the audio-video data for commercial purposes.

If extraordinary situations that prevent the safe carrying out of the event (e.g. extreme weather conditions) may occur, situations that may not be foreseen, the event shall be postponed or even cancelled.

The participation to the contest/event of the persons having alcoholic drinks/drugs on them or who are intoxicated by them, of the persons having any kind of weapons, explosive or �re materials, irritating-teargas substances or substances having a paralyzing e�ect, electric shock devices or any other objects on them that may be used for violent actions or for the disturbance of the normal carrying out of the event shall be forbidden. The persons who breach these provisions shall be eliminated from the event area by the organisers, even with the help of the law enforcement, if necessary.

5 important sports personalities from Romania came and inspired the little swimmers: Camelia Potec- The President of Romanian Swimming Federation and also the Olympic Champion at 200 Freestyle in Athens 2004, Silviu Anastase - Swimming Federal Coach, Dragoș Coman - who won the bronze medal at the World Swimming Championship in Barcelona 2003 and Indianapolis 2004, Larisa Lacustă - the winner of the silver medal at Short Course Swimming World Championship in Gothenburg, and Ramona Farcău - the top scorer at The Olympic Games in 2008 at handball.

In Memoriam

Everything started with a high performance athlete – Andrei Nicolescu - the Chairperson of Club Sportiv Aqua Sport Bucuresti, who believed that high performance is possible and, above all, necessary in Romania.

He fought with all his forces for his dream – to give access to as many children as possible to the bene�ts of swimming and to give Romania, in 2028, an Olympic champion at swimming.

We know that if he had had enough time, he would have kept his word. We are honoured and it is our responsibility to take his dream forward.



Andrei gathered a young team made of former high performance athletes, and in 2010 he started an ambitious project called today Club Sportiv Aqua Sport Bucuresti a�liated to the Romanian Swimming and Modern Pentathlon Federation.

High Performance Group of Club Sportiv Aqua Sport Bucuresti was o�cially introduced in 2013 and in only two years it has managed to grow enormously up to more than 200 athletes.
