Societatea nu a reusit totusi sa dezvolte piata. n aprilie 1997 s-au lansat servicile GSM prin Connex numele de marca al societatii Mobifon si de catre Orange , denumit anterior Dialog operat de societatea MobilRom. Aceste doua societati au dezvoltat rapid piata de telefonie mobila. Ambii operatori GSM au acordat o atentie speciala acoperirii. Mai inti s-au concentrat pe marile zone urbane, acoperind aproximativ 80% din teritoriu dupa primul an si 90% dupa al doilea an. Rezultatul investitiilor puternice n infrastructura, n personal si n campanii de promovare a depasit asteptarile: la sfarsitul anului 2000, Mobifon avea 1,17 milioane utilizatori iar MobilRom 1,22 milioane utilizatori. Se nregistreaza astfel peste 3,4 milioane de utilizatori ai telefonie mobile la sfrsitul anului 2000.n anul 2000 Telefonica a vndut Telemobil societatii americane Inquam care a lansat nsa abia in 2001 serviciul Zapp n banda de frecventa 450 Mhz, folosind tehnologia CDMA. La nceputul anului 2001 au loc doua mari schimbari pentru cei mai importanti operatori de pe piata serviciilor de telefonie mobila: Mobifon si MobilRom. Prima dintre ele s-a realizat mai degraba in culise fara publicitate: preluarea de catre operatorul britanic de telefonie Vodafone a 20% din actiunile Connex ceea ce a ajutat la redresarea companiei ce inregistra un numar din ce n ce mai mare de datorii.
