I . Dispozifii generale

Art. 1. I n U n i v e r s i t a t e a Cre§tina „Dimitrie C a n t e m i r " d i n Bucure§ti {UCDC sau Universitate) se o r g a n i z e a z a p r o g r a m e d e s t u d i u l a f o r m a d e Invafamant cu Frecvenfa Redusa (I.F.R.) §i se p o a t e o r g a n i z a Invafamant la Distanfa (I.D.), i n c o n f o r m i t a t e c u ; Legea Educaliei Nationale Nr. 1/2011, r e p u b l i c a t a c u m o d i f i c a r i l e §i c o m p l e t a r i l e u l t e r i o a r e , Legea nr. 288/2004 p r i v i n d o r g a n i z a r e a s t u d i i l o r u n i v e r s i t a r e ; H.G. nr. 404/2006 privind organizarea ^i desfd^urarea studiilor universitare de masterat; H . G . n r . 1 0 1 1 / 2 0 0 1 privind organizarea func(ionarea invdfdmdntului la Distanfa §i a lnvd(dmdntului cu Frecventa Redusa in institufiile de invatamant superior; Ordinul MECTS nr. 6251/2012 pentru aprobarea Regulamentului-cadru privind organizarea, desfdsurarea si normarea activitdtilor didactice la formele de invatamant la distantd si cu frecventd redusd la nivelul invdtdmdntului superior.

Art. 2. i n U n i v e r s i t a t e a Cre§tina „Dimitrie C a n t e m i r " , f u n c t i o n a r e a I n v a f a m d n t u l u i l a Distanfa (I.D.) §i a I n v a f a m d n t u l u i cu Frecvenfa Redusd (I.F.R.) se d e s f a s o a r a c o n f o r m l e g i s l a t i e i i n v i g o a r e §i p r e z e n t u l u i r e g u l a m e n t .

Art. 3. ID si IFR s u n t f o r m e a l t e r n a t i v e d e i n v a t a m a n t p r i n c a r e se a s i g u r a p o s i b i l i t a t e a d e f o r m a r e i n i t i a l a , d e p e r f e c t i o n a r e s a u d e c o n v e r s i e p r o f e s i o n a l a a u n o r l a r g i c a t e g o r i i d e c e t a t e n i i n d i f e r i t e d o m e n i i .

Art. 4. ID r e p r e z i n t a o f o r m a d e o r g a n i z a r e a p r o c e s e l o r d i d a c t i c e c a r e o f e r a s t u d e n t i l o r / c u r s a n t i l o r p o s i b i l i t a t e a d e a o p t a p e r s o n a l a s u p r a l o c u l u i s i t i m p u l u i i n c a r e s a se i n s t r u i a s c a / a u t o i n s t r u i a s c a . I D p e r m i t e s t u d e n t i l o r / c u r s a n t i l o r s a s t u d i e z e i n d i v i d u a l s i s a d e s f a s o a r e a c t i v i t a t i d e i n v a t a m a n t i n g r u p , i n C e n t r e d e s u p o r t I D c o o r d o n a t e d e i n s t i t u t i a d e i n v a t a m a n t .

Art. 5. IFR r e p r e z i n t a o f o r m a d e o r g a n i z a r e a p r o c e s e l o r d i d a c t i c e c a r a c t e r i z a t a p r i n a c t i v i t a t i d e p r e d a r e / i n v a t a r e / e v a l u a r e , d e d i c a t e p r e g a t i r i i a p l i c a t i v e , p r o g r a m a t e i n m o d c o m p a c t s a u p e r i o d i c , c a r e p r e s u p u n e a t a t i n t a l n i r e a n e m i j l o c i t a , i n s p a t i u l u n i v e r s i t a r , a s t u d e n t i l o r / c u r s a n t i l o r c u c a d r e l e d i d a c t i c e d e p r e d a r e , c a t s i u t i l i z a r e a u n o r m i j l o a c e d e p r e d a r e / p r e g a t i r e s p e c i f i c e I D .

Art. 7 . Departamentul ID/IFR e s t e s u b o r d o n a t S e n a t u l u i U n i v e r s i t a t i i . C o o r d o n a r e a §i l e g a t u r a p e r m a n e n t a a D e p a r t a m e n t u l u i I D / I F R c u S e n a t u l e s t e r e a l i z a t a p r i n Prorectorul cu activitdtile didactice si prin Prorectorul cu Invdtdmdntul ID/IFR si Informatizarea universitatii.

Art. 8. Scop §i obiective. P r o g r a m e l e d e s t u d i u l a f o r m e l e I D / I F R d i n U n i v e r s i t a t e se desfa§oara i n c o n f o r m i t a t e c u l e g i s l a f i a i n v i g o a r e §i p r e z e n t u l r e g u l a m e n t , p u t a n d a s i g u r a u r m a t o a r e l e t i p u r i §i n i v e l u r i d e p r e g a t i r e p r o f e s i o n a l a :

Art. 9. Durata studiilor p e n t r u p r o g r a m e l e I D / I F R e s t e aceea§i c a i n c a z u l p r o g r a m e l o r d e s t u d i i c o r e s p o n d e n t e , o r g a n i z a t e l a I n v d t a m d n t u l cu Frecvenfa (IF).

Art. 10. Structura §i confinutul planurilor de invafamant p e n t r u p r o g r a m e l e d e s t u d i u I D §i I F R r e s p e c t a i n t o c m a i s t r u c t u r a p l a n u r i l o r d e i n v a f a m a n t a p r o g r a m e l o r c o r e s p o n d e n t e , o r g a n i z a t e l a I F §i r e s p e c t a p r o c e d u r i l e d e t r a n s f o r m a r e i n a c t i v i t a f i s p e c i f i c e I D s a u I F R .

Art. 11. Procedura de evaluare a c a d e m i c a a p r o g r a m e l o r I D / I F R se r e a l i z e a z a c o n f o r m O. U. G. nr. 75/2005 p r i v i n d a s i g u r a r e a c a l i t a f i i e d u c a f i e i , a§a c u m a f o s t m o d i f i c a t a §i c o m p l e t a t a .

Art. 12. Evaluarea studiilor e f e c t u a t e i n c a d r u l D e p a r t a m e n t u l u i I D / I F R l a U n i v e r s i t a t e se f a c e p r i n p t o c e d e e l e u t i l i z a t e l a f o r m e l e d e I F ( e x a m e n , t e s t , p r o b a d e v e r i f i c a r e , e v a l u a r e p e p a r c u r s u l s e m e s t r u l u i ) .

Art. 13. L a f o r m a I D / I F R se a p l i c a sistemul creditelor transferabile i n c o n f o r m i t a t e c u Regidamentul privind de.sfd.^-iirarea activitd(ii academice pe baza Sistemiihti European de Credite de Studiu Transferabile (ECTS) din UCDC.

Art. 14. R e g l e m e n t a r i l e s p e c i f i c e p r i v i n d c a z u r i l e d e r e p e t e n f i e , i n g h e f a r e a a n u l u i u n i v e r s i t a r , r e n u n f a r e a l a s t u d i i i n t i m p u l a n u l u i u n i v e r s i t a r s u n t i d e n t i c e c u c e l e p r e v a z u t e i n Regulamentul privind activitatea de formare profesionala a studen(ilor din UCDC.

Art. 15. Conform H.G. nr. 1011/2001, i n i f i e r e a , d e z v o l t a r e a §i m a n a g e m e n t u l p r o g r a m e l o r d e s t u d i i I D / I F R s u n t a s i g u r a t e d e c a t r e D e p a r t a m e n t u l I D / I F R a l U n i v e r s i t a f i i , s u b o r d o n a t S e n a t u l u i U n i v e r s i t a t i i , i m p r e u n a c u c o n d u c e r i l e f a c u l t a f i l o r .

Art. 16. P r o g r a m e l e d e s t u d i u I D §i I F R se o r g a n i z e a z a i n b a z a a p r o b a r i i C o n s i l i u l u i F a c u l t a f i i o r g a n i z a t o a r e , a D e p a r t a m e n t u l u i I D / I F R §i a H o t a r a r i i S e n a t u l u i U n i v e r s i t a f i i , c u r e s p e c t a r e a l e g i s l a f i e i i n v i g o a r e .

Art. 17. P r o g r a m e l e u n i v e r s i t a r e I D §i I F R s u n t f i n a n | a t e d e p a r t i c i p a n | i . T a x e l e d e §colarizare s u n t s t a b i l i t e l a p r o p u n e r e a D e p a r t a m e n t u l u i I . D . / I . F . R , a p r o b a t e d e S e n a t u l U C D C , a s t f e l i n c a t c h e l t u i e l i l e s a fie a c o p e r i t e .

Art. 18. T o a t e a c t i v i t a f i l e s p e c i f i c e I D §i I F R s u n t finanfate d i n r e s u r s e p r o p r i i , o b f i n u t e d i n t a x e l e d e §colarizare s a u d e s t u d i u , p r e c u m §i d i n a l t e s u r s e d e v e n i t u r i o b f i n u t e i n c o n d i f i i l e l e g i i ( d o n a f i i , s p o n s o r i z a r i , a c t i v i t a f i d e p r o d u c f i e e t c . ) .

Art. 23. Art. 24. Art. 27. Art. 28. • a c t i v i t a t e a i n C e n t r u l d e s t u d i u I D se desfa§oara i n c o n f o r m i t a t e c u p r e v e d e r i l e Regulamentului de Organizare si Fimcfionare a Departamentului ID/IFR;

• u r m a r i r e a r e s p e c t a r i i c u s t r i c t e f e a p l a n u l u i d e i n v a f a m a n t ; • p r o p u n e r e a p e r s o n a l u l u i d i d a c t i c i m p l i c a t i n p r o c e s u l d e i n v a f a m a n t l a s p e c i a l i z a r e a

Art. 35. A t a t D i r e c t o r u l D e p a r t a m e n t u l u i I D / I F R a l U n i v e r s i t a f i i , c a t §i r e s p o n s a b i l i i I D / I F R §i p e r s o n a l u l i m p l i c a t d i n c a d r u l f a c u l t a f i l o r v o r r e s p e c t a p e r m a n e n t s t a n d a r d e l e d e c a l i t a t e , d o t a r e §i c e l e p r i v i n d c a l i f i c a r e a p e r s o n a l u l u i i n d o m e n i u l I D / I F R s t a b i l i t e d e c o n d u c e r e a U C D C , M i n i s t e r u l E d u c a f i e i N a f i o n a l e §i C e r c e t a r i i §tiinfifice p r e c u m §i d e l e g i l e i n v i g o a r e .

IV. Organizarea §i desfasurarea programelor de studii la formele I D / I F R

Art. 36. D e p a r t a m e n t u l I D / I F R a s i g u r a m a n a g e m e n t u l p r o g r a m e l o r I D / I F R d e f o r m a r e p r o f e s i o n a l a u n i v e r s i t a r a , c u r e s p e c t a r e a s t r i c t a a s t a n d a r d e l o r a c a d e m i c e i m p u s e d e c a l i t a t e a a f e r e n t a I F .

Art. 37. C i f r a d e §colarizare p e n t r u p r o g r a m e l e d e I D / I F R e s t e p r o p u s a d e C o n s i l i u l f a c u l t a f i i o r g a n i z a t o a r e , a p r o b a t a d e S e n a t u l U n i v e r s i t a f i i §i v a l i d a t a d e A R A C I S , i n c o n c o r d a n f a c u s t a n d a r d e l e d e c a l i t a t e , c o n f o r m l e g i s l a f i e i i n v i g o a r e .

Art. 38. C i f r a m i n i m a d e s c o l a r i z a r e p e n t r u f i e c a r e p r o g r a m d e l i c e n f a §i m a s t e r e s t e s t a b i l i t a a n u a l d e S e n a t u l U n i v e r s i t a f i i , i n f u n c t i e d e c h e l t u i e l i l e g e n e r a t e d e d e r u l a r e a p r o c e s u l u i e d u c a f i o n a l , a d m i n i s t r a t i v s i d e b a z a t e h n i c o - m a t e r i a l a .

Art. 39. A d m i t e r e a l a p r o g r a m e l e d e s t u d i i d e I D / I F R se f a c e p e b a z a c r i t e r i i l o r g e n e r a l e d e a d m i t e r e , s t a b i l i t e d e c a t r e S e n a t u l U n i v e r s i t a f i i §i s u n t i d e n t i c e c u c e l e p e n t r u c a n d i d a f i i c u r s u r i l o r I F .

Art. 40. S t u d e n f i i inscri§i l a f o r m a d e i n v a f a m a n t I D / I F R v o r i n c h e i a u n Contract de Scolarizare c u U C D C , i n c a r e s u n t p r e v a z u t e d r e p t u r i l e §i o b l i g a f i i l e p a r f i l o r .

Art. 43. D i p l o m e l e §i c e r t i f i c a t e l e d e s t u d i i s u n t e l i b e r a t e a b s o l v e n f i l o r c a r e a u p a r c u r s p r o g r a m e d e I D / I F R , i n c o n f o r m i t a t e c u Regulamentul privind regimul actelor de studiu in UCDC.

Art. 44. S i s t e m u l d e c r e d i t e t r a n s f e r a b i l e f u n c f i o n e a z a i n c a d r u l p r o g r a m e l o r d e s t u d i i I D / I F R i n acelea§i c o n d i f i i c u c e l e p r e v a z u t e l a I F .

Art. 45. P r o g r a m a r e a d i s c i p l i n e l o r i n p l a n u l d e i n v a t a m a n t l a f o r m e l e d e o r g a n i z a r e a p r o c e s u l u i d i d a c t i c I D s a u I F R se f a c e c o r e s p u n z a t o r d u r a t e i d e s c o l a r i z a r e d e l a i n v a f a m a n t u l c u f r e c v e n t a ( I F ) .

Art. 46. Art. 50. Art. 53. Art. 54. F a c u l t a t e a c a r e o r g a n i z e a z a I D / I F R t r e b u i e s a a s i g u r e i n m o d o p t i m i z a t b a z a m a t e r i a l s n e c e s a r a p r o g r a m e l o r r e s p e c t i v e .

V. Aspecte financiare

Art. 55. C o n f o r m L e g i i n r . 1 / 2 0 1 1 , c u m o d i f i c a r i l e s i c o m p l e t a r i l e u l t e r i o a r e , s t u d i i l e u n i v e r s i t a r e l a f o r m a d e I D s i I F R se p o t o r g a n i z a i n r e g i m d e f i n a n f a r e c u t a x a . T a x a d e s t u d i i r e p r e z i n t a c o n t r a v a l o a r e a t u t u r o r s e r v i c i i l o r o f e r i t e s t u d e n t u l u i d e c a t r e i n s t i t u f i a d e i n v a f a m a n t s u p e r i o r i n c a d r u l p r o g r a m u l u i d e s t u d i u .

Art. 56. F o n d u r i l e a f e r e n t e p r o g r a m e l o r d e s t u d i u I D §i I F R se c o n s t i t u i e d i n u r m a t o a r e l e s u r s e : t a x e d e s t u d i i p e r c e p u t e i n c o n d i f i i l e l e g i i §i a l t e s u r s e d e v e n i t u r i , i n c o n d i f i i l e l e g i i .

Art. 57. T a x e l e d e §colarizare p e n t r u s t u d e n f i i i n s c r i s i l a p r o g r a m e l e d e s t u d i i I D / I F R s u n t a p r o b a t e d e C o n s i l i u l d e A d m i n i s t r a f i e a l U . C . D . C . , f i i n d s p e c i f i c a t e i n Contractu! de Scolarizare §i i n Contractu! Anual de Studiu §i p o t f i r e a c t u a l i z a t e a n u a l .

Art. 58. C r i t e r i i l e d e r a m b u r s a r e a t a x e l o r d e §colarizare, i n c a z u l i n r e g i s t r a r i i c e r e r i i d e a n u l a r e a i n m a t r i c u l a r i i , f a c p a r t e i n t e g r a n t a d i n Contractul de Scolarizare.

Art. 59. T a x e l e d e §colarizare r e p r e z i n t a p r i n c i p a l a s u r s a d e v e n i t u r i p e n t r u a c t i v i t a t e a I D / I F R . E l e se p l a t e s c l a c a s i e r i a u n i v e r s i t a f i i s a u se v i r e a z a , p r i n m a n d a t p o s t a l s a u t r a n s f e r b a n c a r , i n c o n t u l U C D C .

Art. 60. U C D C o f e r a s t u d e n t i l o r / c u r s a n f i l o r , i n c u a n t u m u l t a x e i d e s c o l a r i z a r e , r e s u r s e d e i n v a f a r e s p e c i f i c e I D i n f o r m a t e l e c t r o n i c , p e n t r u t o a t e d i s c i p l i n e l e d i n p l a n u l d e i n v a t a m a n t .
