This paper examinesyNRDC0, sYclaimsS~regarding the health and mortalityeffects ofj~fine paxticulate piatter (PM 2.5) and mercury emissions.yItfinds that:VPM2.5 at current levels is unlikely to be increasingmortality, and that sulfateCO*the form of PM caused byijpower plantemissionsLJ*is ;a .particularlflimplausible cause of deaths, because9'sulfateis not toxic.9

Current power plant mercury4 emissions are also an implausible cause ofharm. Power-plant mercury isla concern because high levels are found insome non-commercial freshwatier fish consumed by sport-fishers and theirfriends and families. But less than one in 1,000 women have blood mercurylevels as high as those associated with even subtle reductions inchildrenUl,s neurological health. Furthermore, as EPA concluded, no oneknows where'thejfmercury in fish is coming from. Most of it may come frompast emissions that remain in the environment and are continuallydeposited and reemitted, andl/or from areas outside the UJ.S.where mercuryemissions are much higher. Thus, there is A significant risk thatmandatory reductions in poweIr plant mercury emissions will notsignificantly reduce mercury levels in freshwater fish.

Because higher incomes alloWjpeople to enhance their overallk~health andsafety, the economic burdensiof the Clean Power Act and the Clear SkiesAct are likely to do9'more harm than good~f or public health.
