1. GENERALThis tender document involves minimum requirements in the procurement
documentation regarding performance, performance control, delivery and installation of the
level measuring system and control for rail loading ramps.
For each kind of equipment the requirements and technical data are specified in
attached DATA SHEET.
1.1. DEFINITIONSCLIENT – OAO TOLKANNEFTEGAZ
DESIGNER - Company, settled to prepare the technical project (TP) and shop details
(DD) of instrumentation equipments.
CONSTRUCTOR - Company, settled to perform the erection and starting-up..
SUPPLIER - Company, settled to supply the equipments.
1.2. AMBIENT CONDITIONSAll equipments shall be delivered for temperate-continental climate, such as:
The limits of environmental temperatures (transport/storage): -38 ÷ +46 °C.

1.4. SUPLLIER’S LIABILITYThe fulfillment of all provisions of the present document or/and reference standards
does not relieve the manufacturer from its liability to supply such
material/device/equipment/designed software, tested and accordingly delivered so that to be
capable to meet the operating/utilization conditions specified in the document concomitantly
with observance of rules regarding normal service duration, safety in operation, fire fighting
and health and protection of environment.
In case of a conflict between provisions of this document and reference standards or
other standards in force, the supplier must notify the beneficiary, in time, the necessity of
their revision and / or the written approval regarding approval, manufacture, and delivery of
the product. The order of precedence to be complied in solving of litigations shall be as
follows:

The main supplier bears the whole liability of the hardware and software system and
shall issue the conformity certificate regarding compliance with requirements of level
measurement system and control of the loading ramps.
The main supplier is fully responsible for components of the fiscal and control system,
produced by one or more manufacturers.
The main supplier has to ensure that these components parts could be adequate
included in the assembly to be delivered, as the present spec providing to be fully fulfilled.
The structure of metering system submitted in this document must not be considered limited.
The main supplier is liable for designing, manufacture, assembling and testing of
instrumentation equipment, as well as supplying of the whole package of documents,
including drawings, hook-up, operating and maintenance manuals, etc.
As concerning the maintenance conditions for instrumentation design, shall take into
account achievement of a short intercession time so that to avoid discontinuity in operation.
The maintenance manual shall comprice the intervention procedures in case of failure
occurrence. Compliance with such procedures should ensure the remediation of defects in
time, such time mentioned within the contract.
In order to ensure the conditions for well maintenance, the supplier shall use (but not
limiting) the following procedures:
1. providing of a preventing maintenance program, within the maintenance
manual. The maintenance should not determine defects or interruptions of the
process;
2. the system shall have a self-diagnosis and defect’s detection program, capable
to locate the defects points; the system shall return to the normal after the
failled component shall be replaced;
3. the system shall have test points.
The system shall be fitted with special tools for assembling and disassembling.
The soft system allows up-grading and modifications of the parameters only by
authorized programmers with password access, the modifications being registered
in hystory module.
The operation security shall be ensured by verification of each function.

operation is restricted shall start the warning. To be registered as event any
automated and manual operation. To be imposed the utilization of paswords for the
access of the operator to the human-machine interface (HMI). The interlock
operation shall be function of level priority, the local level having priority against the
upper level.
The design shall ensures that a faulty data shall not lead to a critical defect
situation.
The security of the hard and soft system shall be achieved by:
1. protection to power source failure and automatic restarting;
2. the initial state shall be the one prefinite and shall be allways registered in
memory.
2. TECHNICAL CONDITIONSa) The supplier guarantees that the offered and delivered equipment, the base of this
tender document, has no defect and is accordingly to the operating and service conditions.
b) The main features are showed in the DATA SHEET for the equipment.
c) Especially the SUPPLIER guarantees that all equipment components are performed
by adequate materials for the environmental conditions (humidity and environmental
temperature, corrosive and erosive potential atmosphere) where the equipment shall be
used.
d) All used materials have to have adequate features for the process fluids and
functional parameters specified in the DATA SHEET.
e) Existent normal vibrations in the plant must not produce some mistuning of the
equipment calibration or some premature damages.
f) All holes and connections of the equipment are protected and clearly marked in
order to be easy identified.
g) The equipment painting shall resist to the ambient conditions.
h) All measurement equipment shall have model approval and metrological visa in the
country, respectively Kazakhstan.

i) All equipment shall have labels where are marked the technical features and ID data
of the Manufacturer / supplier, including a label with project symbol specified in the data
sheet.
j) Equipment provided with thermal insulations or heating casing has to have ensured
the equipment access for mounting/dismantling and maintenance.
2.1. CONTROL SOFT FOR DELIVERED PRODUCT TO THE LOADING RAMPS The 18 metering skids for LPG loaded in wagons, 9 distributed for each rack. Each
rack (9 loading points) shall be controlled by PC station (part of CONTROL AND
MONITORING SYSTEM – CUTS STORAGE AND LOADING RAMP) where shall run the
control soft, generic named RAMP MASTER, ensured by supplier. This control soft has to
allow secreted access (based on PIN), issue of fiscal notes, and printing of one journal for
events and to offer archiving functions. In addition has to signalize all errors discovered in the
diagnosis test and to submit detailed reports for each loading skid. He has to communicate
lower hierarchically with FLOW COMPUTERS SOFT within PLC located in the transformers
point of storage house, preferable by the communication protocol Ehternet IP. The
application soft, required to achieve all mentioned functionalities has to be certified according
to European and International standards in force. The system soft has to have licenses.
2.2. FLOW COMPUTEREquipment for control and metering from the metering skids and loading/recovery
arms are connected to the FLOW COMPUTERS within storage’s PLC, located in the
intermediary control room from the transformers point pertaining to storage house. It shall
propose that the flow computer shall run for 3 loading skids. There are required as total 6
flow computers.
The flow computer is designed to control the delivery of the LPG, based on data
(delivery orders) received from the control system (RAMP MASTER). The flow computer
shall communicate with FLOW COUNTER and related to its indications shall control the
actuation in steps of the VALVE FOR QUANTITATIVE DELIVERY.
For safety development of the LPG delivery the flow computer shall control the stage
of signalers for loading arms position as the connection of automat device for discharge the

irregularities.
It has to achieve the calculation of the delivered products density according to
European standards and/or international STDs in force, to make the temperature correction,
to summarize the delivered quantities, to signalize all errors within the diagnosis tests, to
offer archiving functions and to locally indicate the metered /calculated parameters and
alarms .
The flow computer shall communicate (preferable by the Ethernet IP protocol) the
delivery and stage parameters to the LPG loading ramp, to control room (CONTROL AND
MONITORING SYSTEM – CUTS STORAGE AND LOADING RAMP) namely to storage
operating station .
The flow computer has to have the possibility to local prescribe the quantity to be
delivered. The flow computer soft have to be ratified according to European and/or
international standards in force.
2.3. QUANTITATIVE DELIVERY VALVE Each loading skid has the quantitative delivery valve. This one is controlled by the flow
computer pertaining to. The flow computer receives from the CONTROL STATION
(pertaining to) the LPG quantity to be delivered (loaded). The valve has to allow the limiting of
maximum flow to the value within the DATA SHEET and opening / shut –off to be done in
steps to maintain in the optimal limits the delivery, assuring the maintenance in allowed limits
of metering error of the FLOW COUNTER, taking into account that the product delivery is
done in batch . The utilized energy to drive the valve has to be the hydraulic energy of the
delivered product. The valve control has to be digitally, from the FLOW COMPUTER and
performed by some electro-valves (valve pilots). The valve has neither allowed the delivered
product cross in the opposite way through its body. The valve materials in contact with
delivered products have to be adequate to the fluids features. The valve has to be controlled
only by the FLOW COMPUTER, without allowing any manual intervention.
On the tag from the valve body has to be labeled the symbol within the project as the
main technical features that have to be according to data sheet.
Transport, handling and erection have to be performed without affecting the technical
features of valves and actuators, including seal-off surfaces. File: 00357N01.DOC Page 11 of 18

Generally this valve erection shall be on horizontal pipeline.
2.4. FLOW COUNTER The flow metering is performed in process regime (non-fiscal). The counter shall have
temperature, flow and density sensors. The electric signals from sensors are processed by a
transmitter and communicated to the FLOW COMPUTER. The counter is located on
horizontally pipeline and shall be endowed with impurities filter and degasser, to the Supplier
recommendation. The flow counter materials , in contact with process fluids have to be
adequate to the fluids features.
2.5. MARKINGEach equipment shall be provided with stainless steel sheet, resistant to corrosion,
permanent attached to the equipment body that should involve at least:
a) Denomination and SUPPLIER brand (Manufacturer).
b) Equipment’s symbol, model and serial number.
c) Inlet and outlet connections.
d) Material.
e) Working pressure.
3. EQUIPMENT CHECK-OUT Each equipment and accessory that require shall be submitted to internal checking of
the SUPPLIER (Manufacturer).
The SUPPLIER shall ensure and prepare all consumption materials, checking
equipment, the equipment and anything else required, including the personnel for inspection
to perform the checking required by the official check test performance.
3.1. SUPPLIER INTERNAL CHECK Internal check shall be performed before the official delivery date, respectively the
official check date.
A certificate that should involve all possible details regarding their performance shall
accompany each equipment checking.

3.2. FINAL CHECK-OUTShall usually provide the following final checking:
Visual inspection
Dimensional check
Material check
Performance check
Final checks could be assisted by the CLIENT and by the DESIGNER.
3.2.1. VISUAL INSPECTIONShall be checked again the equipment and accessories for defects as:
assemblies or defect welding,
broken parts (windows, etc.),
the presence of stored materials that affect the measuring procedure ,
processed parts, insufficient finished ,
indicator parts (displays) dirty or non-transparent ,
different assemblies by those involved in the supplier catalogue,
assembling elements (screws, stud bolts) or too short accessories etc.
3.2.2. DIMENSIONAL CHECK-OUTIt shall verify: the position and dimensions of all connections and accessories, the
casing shape and dimensions, displays, boxes, flanges and threads characteristic diameters
or other dimensions.
3.2.3. MATERIALS CHECK-OUTThis kind of check has the scope to settle the concordance between equipment and
materials bought with DATA SHEET providing reviewed for order.
The painting shall be check-out for uniformity, absence of stains or cracks or rough
surface; shall perform an easy hammering to detect if the paint does not crack or detach from
the equipment.
The painting shall be always an adequate type for the environmental indicated in the

3.2.4. PERFORMANCE CHECKINGPerformance checking shall include the following features

These features shall be indicated on the official check certificates.
4. DELIVERY WAY4.1. DOCUMENTATION
The supplier shall deliver the standard documentation as follows:
Test reports
Operating and maintenance book
Gauge and erection drawings
Check-out certificates
All required final documentation shall be delivered one month before the equipment
shipment. No. of copies shall be settled within the purchase documentation.
4.2. SPARE PARTSa) Supplier shall recommend spare parts and consumables according to purchasing
documentation.
b) All spare parts shall be according to the same specifications and checks as the
original equipment and shall be completely interchangeable with original parts, without any
change in erection.
c) They shall be correctly marked with ID and protected to avoid the damages for
transport and storage. To all spare parts shall be attached metallic tags, non-deformable with
filled in ID data: manufacturer, serial no and technical features. They shall be checked before

The protection to corrosion shall be guaranteed for 3 years from delivery and shall
be accompanied by instructions for periodical preservation.
d) They shall be packed in polyethylene bags or similar where shall be introduced
desiccants.
e) All spare parts shall be separately stored for quick access.
f) Spare parts features shall be guaranteed for 20 years.
