Asigurarea unei transparențe și integrități sporite la nivelul sistemului judiciar în vederea îmbunătățirii accesului și a calității serviciilor furnizate la nivelul acestuia

Asociații, uniuni și alte tipuri de organizații profesionale cu activitate în domeniul justiției, ONG-uri cu activitate în domeniul justiției. Pot fi parteneri următoarele categorii de instituții/organizații: Instituții din sistemul judiciar; Autorități ale administrației publice centrale; ONG-uri cu activitate în domeniul justiției; Instituții de învățământ superior acreditate; Academia Română.

• Organizarea de campanii de informare, educație juridică și conștientizare, elaborarea de ghiduri/materiale informative cu privire la prevederile noilor coduri, drepturile cetățenilor, promovarea informațiilor privind instituțiile din sistemul judiciar și serviciile oferite de acestea (ex. spoturi publicitare, materiale informative, pagini web interactive, aplicații mobile, alte acțiuni în acest sens), o atenţie deosebită urmând a fi acordată grupurilor vulnerabile (femei, copii, comunități defavorizate etc.); • Dezvoltarea și diversificarea paletei de servicii de consiliere și asistență juridică adecvate nevoilor cetățeanului, prin cooperare cu autorități ale administrației

prioritare 2 vor sprijini susținerea unui management performant la nivelul autorităților și instituțiilor publice locale, creșterea transparenței, eticii și integrității la nivelul autorităților și instituțiilor publice, precum și îmbunătățirea accesului și a calității serviciilor furnizate de sistemul judiciar, inclusiv prin asigurarea unei transparențe și integrități sporite la nivelul acestuia.

Grupul ţintă este reprezentat de persoanele direct sprijinite în cadrul proiectului (persoane la nivelul cărora se asteaptă un efect ca urmare a intervenției) din lista stabilită mai jos: -personal din autorităţile şi instituțiile publice centrale (personal de conducere și de execuție, înalți funcționari publici), -demnitari (ministru, ministru delegat, secretar de stat, subsecretar de stat şi funcţiile asimilate acestora);

mecanisme care să faciliteze punerea în aplicare a cadrului legal în domeniul eticii și integrităţii (ghiduri, manuale de bune practici, colecții de cazuri de testare, standarde de etică și integritate etc.); -măsuri de sprijin pentru implementarea măsurilor anticorupție reglementate de legislația națională și monitorizate de către SNA; -dezvoltarea capacității analitice de a efectua activități de evaluare a riscurilor pe planuri sectoriale de acțiune de combatere a corupției; -elaborarea și implementarea unor mecanisme de cooperare cu societatea civilă, precum și între autoritățile publice privind monitorizarea și evaluarea implementării măsurilor anticorupție; -elaborarea de ghiduri de bune practici privind combaterea corupției,

Educație anticorupție: -creșterea nivelului de educație anticorupție pentru personalul din autoritățile și instituțiile publice (prin intermediul unor programe şi curricula specifice de formare profesională); -cursuri de formare privind etica și integritatea care se adresează în special personalului din autoritățile și instituțiile publice (de exemplu, consilierii de etică, persoanele alese prin vot, personal de conducere). This call is aimed at supporting projects by public authorities of the Member States, be it at national, regional or local level, aimed at preventing and combating racism, xenophobia and

other forms of intolerance, and in particular improving the authorities’

List of eligible countries: the Member States of the European Union, including their overseas departments, Iceland and Liechtenstein. To be eligible, grant applications must comply with all of the following

The applicant and partners must be public entities or private organisations, duly established in one of the countries participating in the programme, or international organisations. Organisations which are profit-oriented must submit applications in partnership with public entities or private non-profit organisations. Note: Under the REC and Justice programmes, entities affiliated to a beneficiary are not considered as project participants. Their costs are not eligible.

Training activities could also be funded under this call, as long as they are of ancillary nature and not the main purpose of the project. Projects ensuring maximum practical benefits and impact for the target groups will be more favorably assessed than theoretical projects consisting mainly of research and other analytical activities. The results of the projects shall be easily accessible to the public and widely disseminated. Activities must take place in countries participating to the JUSTICE Programme to be eligible for funding (See eligibility criteria and Annex on Financial Provisions).
