    Boiler EfficiencyImprovement at HolbocaCET Iasi II

    The Boiler Efficiency Improvement project at Holboca

    CET Iasi II is developed and implemented under JointImplementation (JI) between Denmark and Romania.The project is supported by the DanishEnvironmental Protection Agency, S.C. CET Iasi S.A.Centrala de Termoficare, and the municipality of Iasi.The JI component was developed by the Danishproject developer Grue & Hornstrup working incooperation with the Romanian engineering andenergy services company Energy Serv SA. Thisproject will be the first Joint Implementation project inthe Iasi area related to the rehabilitation of an existingcombined heat and power plant.

    The projects aim is to reduce the emission ofgreenhouse gases by increasing the efficiency of twoexisting steam boilers fuelled by hard coal and heavyfuel oil. The boilers efficiency will increase byapplying the Therma Chem FS 12 fireside treatmenttechnology to the combustion process, thuspreventing slagging and fouling on combustionchamber walls, boiler tubes, air-pre-heater surfacesand economizers.

    The project has completed JI development, andand was set into operation at the end of 2006.

    Rehabilitation and further improvementof existing boiler installations

    The project activity involves the utilization of fire-sidecleaning technology under the trademark ThermaChem FS12, in order to improve the thermal andproduction efficiency of two existing rehabilitatedboiler installations at Holboca CET Iasi II. In additionan associated new ash removal system will beinstalled in order to handle the increased loading offly ash in exiting the boiler installations.

    The Holboca CET Iasi II plant is equipped with twohigh pressure boilers producing 420 t/h of steam, andtwo turbo generators with a capacity of 50 MW each.The combined heat and power plant is fuelled byhard coal and produces both heat and hot portablewater for the city and moreover supplying power tothe national electricity grid.

    The existing primary steam boilers and associatedequipment at Holboca CET Iasi II were rehabilitatedduring 1997 2001, making it possible to perform afuel switch from lignite to hard coal, in order toimprove the overall thermal and production boiler

    The steam boilers have been operating forapproximately 4 years since the rehabilitation wascompleted, but still have operational problems relatedto slagging of the boilers radiant sections, superheater surfaces, fouling of economizer surfaces etc.This slagging and fouling of heat exchange surfacesdecrease the thermal efficiency of the boilerequipment, and requires many shutdowns during theheating season in order to clean mechanically theinstallations. The effect is that in order to keep theheat production at the required level an increasedamount of coal is utilized, which has a negativeimpact on the total greenhouse gas emissions of theplant. The project activity will help alleviate theseoperational problems due to slagging and fouling of

    the existing boilers through the use of Therma ChemFS12, on-line fireside treatment technology.

    Therma Chem FS12 cleans and prevents the depositof dust and slag within the energy productionequipment, which in turn will lead to an overallefficiency increase of the boilers and correspondinggreenhouse gas emission reductions (CO2) based onreduced fuel consumption.

    Emission Reductions

    This Joint Implementation project reduces net CO2emissions into the atmosphere through the overallefficiency increase of the existing boilers, which leadsto a reduced fuel consumption.

    In this manner the project is expected to reduceapproximately 60,000 t of hard coal during the periodfrom 2006 to 2012.

    The total expected emission reductions from thisJoint Implementation project are 130,000 tons CO2during the contracted period.
