Definirea Platformei de Formare si Cercetare Interdisciplinare

Prezentare generala. Scopul si principalele obiective Platforma AMON este o structura organizationala a Universitatii Alexandru Ioan Cuza (UAIC) din Iasi, la care participa personal didactic, cercetatori postdoctorali, masteranzi, doctoranzi, studenti si tehnicieni din Facultatile de: Fizica, Chimie, Biologie si Informatica. Platforma AMON are obiective educationale, organizatorice si de integrare, de cercetare stiintifica precum si de diseminare a rezultatelor si de dezvoltare a relatiilor interne si internationale. Platforma reprezenta o structura complexa care concentrează resursele umane si materiale din UAIC pentru a desfasura activitati de formare si de cercetare interdisciplinare de nivel international in mai multe tematici actuale din stiinta, in special in domeniul nanotehnologiilor, pana la nivelul molecular. Ideea fundamentala a proiectului este de a valorifica si dezvolta experienta membrilor platformei in domeniile de cercetare mentionate prin organizarea unei structuri de colaborare intre specialisti din diverse domenii si prin dotarea unor laboratoare cu echipamente de mare valoare si cu utilitate pentru toti membrii platformei.

In momentul de fata, UAIC este partenera in Reteaua de Excelenta in domeniul magnetismului molecular (MAGMANet) finantata pana in anul 2009 de catre Uniunea Europeana prin Programul Cadru 6 (FP6) iar din luna martie 2008 este si membru fondator al Institutului European de Magnetism Molecular, cu sediul in Florenta, Italia. In acest context observam ca tematica de cercetare evolueaza dinspre tehnologiile devenite deja clasice ale nanotehnologiilor spre un nivel mai fundamental, cel al studiilor moleculare. La acest nivel de analiza, diferentele cunoscute dintre studiile fizice si chimice sunt tot mai greu de definit, interdisciplinaritatea fiind o conditie esentiala pentru a obtine rezultate de nivel international. Pentru a avea succes intr-un astfel de domeniu, de o asemenea complexitate, se impune si implementarea unor tehnici speciale de modelare si simulare, bazate pe principiile fundamentale ale mecanicii cuantice. Aceste modele conduc insa la probleme computationale extrem de dificile care pentru a fi rezolvate necesita existenta unui calculator performant, din categoria supercomputerelor. Studiile in domeniul nanotehnologiilor moleculare, la care facem referire aici, isi gasesc aplicatii in diverse domenii, dintre care de interes pentru Platforma sunt cele din biologie si biofizica (metode de caracterizare la nivel molecular) si dintr-o directie recenta a informaticii, a calculelor non-standard (calcule cuantice, calcule ADN).

In domeniul programelor de formare Platforma isi propune sa continue sprijinirea masteratelor din domeniul de competenta al acesteia si sa propuna noi masterate si doctorate in tematici interdisciplinare. Aceste masterate vor fi oferite atat studentilor din tara cat si din strainatate, fiind asistate si prin utilizarea tehnologiilor educationale moderne (eLearning) in care mai multi membri ai retelei au o experienta deosebita, fiind absolventi ai unor cursuri de pregatire din strainatate. Ca obiectiv de terment mediu si lung, Platforma isi propune sa devina un centru de formare in domeniul nanotehnologiilor moleculare recunoscut international si integrat in structuri internationale de mare prestigiu, precum Institutul European de Magnetism Molecular. Prin acest proiect Platforma a consolidat dotarea unui numar de laboratoare prin achizitionarea unui cluster de calculatoare, a unor echipamente de caracterizare fizica a materialelor la scara nanometrica, dar si a unor echipamente ce vor fi utilizate pentru dezvoltarea tehnicilor din biofizica si genetica moleculara, cu aplicatii in testarea tehnicilor informatice non-standard de tipul calculelor cuantice si de tip ADN cu aplicatii in securitatea informatiei si criptografie. Platforma isi va dezvolta acele facilitati experimentale ceea ce ii va facilita colaborarea cu grupuri similare din tara si strainatate. Grupul care propune acest proiect are o competenta dovedita prin numarul mare de publicatii in domeniul de cercetare si prin citarile acestor

rezultate in literatura de specialitate. Grupul dispune de resurse semnificative (Laboratoare, echipamente, resurse financiare) care asigura co-finantarea cu o valoare mai mare decat suma solicitata. Aceste resurse au fost create in decursul multor ani printr-o politica sustinuta de investire a resurselor provenite din granturi dar si din sumele oferite de Universitate.

Un aspect important este cel al capacitatii de a sustine programe de cercetare de mare complexitate, dovedita prin numarul mare de granturi coordonate de catre membri ai Platformei.

Aceste granturi au adu resurse financiare in valoare de peste 10.000.000 lei in perioada 2006-2008 iar pentru perioada 2009-2011 au fost obtinute granturi in valoare de aprox. 10.000.000 lei (Anexa 5) ceea ce dau siguranta continuarii cu succes a activitatilor si dupa finalizarea acestui proiect, care va fi esential pentru a realiza investitii de mare valoare pentru grupurile asociate in acest proiect din diverse domenii ale stiintei. Trebuie sa se remarce faptul ca prin aceste finantari suplimentare au fost achizitionate alte aparate de mare valoare in completarea dotarii achizitionate prin acest grant, baza experimentala fiind foarte aproape de una similara din orice Universitate sau Institut de Cercetare din lume.

Platforma are o forma organizationala bine structurata si flexibila care sa asigure adaptarea la noile descoperiri din stiinta si care poate oferi sprijin membrilor pentru a realiza colaborari fructuoase cu mediul economic regional, national sau international. Estimam ca prin acest proiect va creste semnificativ competitivitatea internationala a grupului si acest fapt va duce la posibilitatea de a atrage resurse prin granturi internationale (NATO, FP7, altele). Echipa de Coordonare a grantului este formata din cadre didactice cu o bogata activitate educationala si de cercetare recunoscute in domeniilor lor de cercetare, cu multa experienta de coordonare a unor granturi de cercetare. Consideram ca in cazul finantarii acestui proiect Platforma AMON va deveni unul dintre centrele de mare perspectiva. Laboratoarele Platformei vor dezvolta relatii cu mediul economic pentru a continua sa mentina nivelul ridicat al perfomantelor echipamentelor din dotare.

In anul 2006, un grup de 21 de membri ai Platformei AMON, care formeaza Centrul de Cercetare CARPATH (Centre for Applied Research in Physics and Advanced Technologies), au obtinut acreditarea de la CNCSIS ca centru de excelenta in cercetare (pentru perioada 2006-2011) in fizica (Diploma – Anexa 1).

Ca urmare a rezultatelor obtinute in anul 2008 Centrul de Excelenta CARPATH a fost desemnat „cel mai bun grup de cercetare din Universitatile din ROMANIA” de catre ANCS si premiat la Gala Excelentei in Cercetare organizata in finalul anului 2008. Universitatea „Alexandru Ioan Cuza”a recompensat pe membrii Centrului de Excelenta CARPATH cu o Diploma de Excelenta iar Directorul Centrului a primit, de asemenea, o diploma de excelenta.

Platforma integrata pentru studii avansate in nanotehnologii moleculare (AMON) constituita cu sprijinul financiar oferit de acest grant are atat obiective educationale, de cercetare, organizatorice si de integrare precum si de diseminare a rezultatelor si de dezvoltare a relatiilor cu parteneri interni si internationali. Obiective Educationale (OED):

OED_1: Platforma AMON va asigura cadrul stiintific necesar pentru buna desfasurare a programelor de masterat si doctorat din domeniile de expertiza ale Platformei organizate in prezent in cadrul Facultatilor de Fizica, Informatica, Chimie si Biologie. OED_2: Platforma va propune Facultatilor mentionate noi programe de tip masterat si doctorat, cu caracter mai profund interdisciplinar care sa raspunda cerintelor actuale ale cercetarii stiintifice din tara si strainatate, mediului economic in general si a celui regional (regiunea Moldova), in special. OED_3: Platforma va organiza prin tehnologia invatamantului la distanta, prin tehnologia moderna eLearning, programe educationale de tip masterat si doctorat pentru candidati din tara si strainatate. Cursurile vor fi organizate atat in limba romana cat si in engleza sau franceza. OED_4: Programele educationale de tip masterat si doctorat furnizate de Platforma vor fi integrate in programe educationale de inalt nivel, recunoscute la nivel international. Ca obiectiv de termen mai scurt in acest sens, o parte din cursurile propuse se vor integra in Planurile de Invatamant ale Institutului European de Magnetism Molecular care se va organiza prin proiectul FP6 Network of Excellence MAGMANet, la care UAIC este partener. OED_5: Platforma va promova colaborarile intre organizatii educationale si de cercetare performante din tara si strainatate pentru a imbunatati permanent oferta educationala. OED_6: Platforma va asigura pregatirea de tip masterat profesional in domenii cerute de piata de munca din tara si strainatate, in domenii precum retele de calculatoare, metode de criptare si securitatea informatiei. Se va face o oferta de pregatire prin cursuri de scurta durata (1-2 semestre) pentru prezentarea tehnicilor speciale implementate in cadrul platformei (de exemplu pentru secventierea ADN, cu aplicatii in criminologie sau alte domenii). OED_7: Platforma va stimula integrarea altor grupuri din domenii conexe din cadrul Universitatii care vor putea beneficia de dotarile Platformei (de exemplu pentru studiile de arheo si paleo magnetism). OED_8: Deoarece Platforma va deveni, prin dotarile propuse, un puternic punct de calcul in zona, se vor dezvolta cursuri de pregatire pentru a impulsiona folosirea resurselor de calcul de catre cat mai multi beneficiari. Prin conectarea de mare capacitate cu alte retele internationale, Platforma va deveni totodata un punct de referinta pentru posibilii beneficiari din alte domenii ale stiintei. OED_9: Prin baza materiala moderna ce urmeaza a fi suplimentata, platforma va promova accesul educational la tehnologii moderne de investigare a proprietatilor materiei, la nivel molecular.

Obiective de Cercetare Stiintifica (OCS):

Platforma va realiza pe parcursul desfasurarii proiectului cercetari interdisciplinare in urmatoarele domenii: OCS_1: Stiinta nano-materialelor OCS_2: Biofiozica. Genetica moleculara OCS_3: Informatica (calcule non-standard cu aplicatii in criptografie si securitatea informatiei) OCS_4: Magnetism molecular. Chimie teoretica. Calcule ab-initio

Obiective Organizatorice si de Integrare (OOG):

OOG_1: Platforma va organiza un grup de laboratoare de inalta performanta, de nivel international pentru caracterizare materialelor la nivel nanometric si molecular cu aplicatii tehnologice diverse, de la stiinta materialelor si cea fundamentala pana la aplicatii in biotehnologii si in tehnici ultramoderne de calcul non-standard, cu aplicatii in criptografie si tehnologia informatiei. OOG_2: Pe parcursul celor doi ani de desfasurare a proiectului, Platforma va reorganiza sistemul de laboratoare existent si il va pregati pentru a deveni compatibil cu cele mai performante platforme din strainatate si a putea sa se implice cu succes in programele de cercetare ale Uniunii Europene si alte programe oferite la nivel international (NATO, NSF, etc.). OOG_3: Platforma va promova interdisciplinaritatea (informatica, fizica, chimie, biologie) in abordarea unor proiecte complexe de mare actualitate si originalitate, care nu pot fi realizate in lipsa unei structuri de colaborare eficiente si verificate in timp. OOG_4: Platforma va promova integrarea intre grupurile de cercetare implicate in proiect prin abordarea cu prioritate a unor subiecte de cercetare de interes comun pentru cel putin doua dintre grupurile mentionate. OOG_5: Platforma va asigura interfata organizatorica cu Facultatile, necesara pentru furnizarea serviciilor educationale. OOG_6: Platforma va coordona pe parcursul desfasurarii proiectului procesul de amenajare a laboratoarelor si de realizare a achizitiilor. OOG_7: Platforma va dezvolta un site web propriu pentru a avea vizibilitate la nivel national si international. OOG_8: Platforma va realiza integrarea Clusterului de Calculatoare in reteaua interna a Universitatii, cea locala si regionala. Clusterul va fi conectat si inregistrat prin sistemul GRID in retele internationale de prestigiu (CERN, etc.) OOG_9: Platforma isi propune extinderea colaborarii interdisciplinare cu alte grupuri din Universitate (geofizica, arheologie) care ar putea beneficia de dotarea Platformei.

Obiective de diseminare a rezultatelor si de dezvoltare a relatiilor interne si internationale (ODD):

ODD_1: Platforma va avea site propriu care va contine informatii provind dotarile existente, modul de accesare a acestora, granturile la care participa si sistemul de relatii interne si internationale. ODD_2: Platforma va dezvolta un sistem de relatii atat cu parteneri din tara dar si din strainatate pentru a extinde capacitatea de formare (prin invitarea unor parteneri pentru a tine cursuri de formare) dar si capacitatea experimentala (prin folosirea in colaborare a facilitatilor altor parteneri din tara si strainatate) ODD_3: Platforma va fi integrata in cadrul Laboratoarelor Integrate organizate in cadrul Retelei de Excelenta MAGMANet si in Institutul European de Magnetism Molecular.

Laboratorul de biofizica (BIO)

Laboratoarele mentionate sunt integrate in structura Laboratoarelor Retelei de Excelenta MAGMANet (FP6) si ale Institutului European de Magnetism Molecular. Aceste laboratoare au dotari exceptionale, dintre care unele sunt unicat mondial. Avem acces preferential la aceste laboratoare, cu o parte din ele avand deja colaborari de lunga durata. Prin alte colaborari internationale avem de asemenea acces si la alte laboratoare din Statele Unite (AMRI – Universitatea din New Orleans – acord de colaborare semnat pentru urmatorii cinci ani, Universitatea Central Florida – Orlando – acord in curs de negociere). In urma procesului de modernizare a bibliotecilor facultatilor de stiinte initiat de catre Universitatea Alexandru Ioan Cuza din Iasi, avem acces la reviste on-line de chimie si fizica precum si la arhivele lor dar si la unele baze de date cu articole. Dintre acestea, utile informarii si mentinerii la curent cu cele mai recente cercetari in domeniul tematicii grantului a membrilor echipei sunt: Journal of Applied Physics; Physical Review B si Physical Review Letters; Modeling and Simulation in Mateials Science and Engineering; Nanotechnology; Smart Materials and Structures; Inorganic Chemistry; Journal of Physical Chemistry A, B, C; Journal of the American Chemical Society; Inorganica Chimica Acta; Polyhedron; Physical Chemistry Chemical Physics. De asemenea, avem acces la baza de date ISI Web of Science.

Situatia executiei bugetare la momentul evaluarii platformelor, in raport cu planul de activitate

Toate achizitiile prevazute in planul de activitate au fost realizate. Contractele cu furnizorii au fost

semnate pana la finalul anului 2007 – o mare parte din plati au fost efectuate in 2007 suma restanta

Precizarea distincta a contributiei financiare a universitatii la dezvoltarea PFCI

Incepand cu anul 2007 o parte din spatiile de cercetare ale Platformei AMON au trecut printr-un

amplu proces de consolidare si de modernizare intreaga suma fiind suportata de Universitatea

Alexandru Ioan Cuza. Din fondurile oferite de catre Universitate au fost achizitionate sau sunt in curs

de achizitionare mai multe sisteme de climatizare si de asigurare a conditiilor tehnice pentru

echipamentele din dotarea AMON. Au fost oferite noi spatii pentru instalarea super-computerului si

pentru laboratorul de analize structurale. Trebuie sa mentionam si investitia semnificativa (peste

100.000 EURO) pentru modernizarea bibliotecii (calculatoare pentru sala de lectura si abonamente

electronice la cele mai importante reviste stiintifice, cu semnificatie pentru cercetatorii din cadrul

Platformei AMON).

Platforma de Formare si Cercetare Interdisciplinara AMON Resurse financiare atrase prin proiecte nationale/internationale si contracte cu tertii derulate in cadrul PFCI In anexa nr. 5 este prezentata o lista a proiectelor de cercetare care au beneficiat sau vor beneficia de echipamentele din cadrul laboratoarelor AMON. Au fost marcate cinci dintre laboratoarele mai importante (MAG, STR, BIO, COM si FRQ) notatiile fiind in concordanta cu cele din prezentarea echipamentelor. Trebuie sa mentionam faptul ca pe langa sumele atrase prin finantarea directa a Platformei avem granturi semnate sau in curs de semnare in valoare de aprox. 10 milioane lei pentru perioada 2009-2011.

Strategia in domeniul cercetarii stiintifice

Programul de cercetare include cu prioritate tematici de cercetare interdisciplinare in:

Stiinta nano-materialelor

Stiinta nanomaterialelor este un domeniu vast de cercetare si mentinerea unui nivel ridicat al rezultatelor necesita concentrarea eforturilor pe un grup relativ restans de tematici cu grad ridicat de actualitate si cu perspective de dezvoltare. In acest context, in domeniul stiintei nano-materialelor Platforma AMON isi propune sa continue in primul rand cercetarile in domniul nano-magnetismului unde au fost obtinute in ultimii ani rezultate remarcabile, cu vizibilitate internationala. In cadrul nanomagnetismului se va insista pe problematica materialelor nanostructurate magnetice, sisteme de tipul mediilor patterned sau sistemelor de nanofire magnetice. Se vor accentua aspectele interdisciplinare, insistandu-se nu doar pe proprietatile magnetice ci si pe cele de conductie (fenomene de magneto-rezistenta gigant, magneto-impedanta gigant, etc.). Vor fi studiate posibilele aplicatii ale acestui tip de material in domeniul frecventelor inalte, laboratorul de profil care s-a dezvoltat prin acest proiect avand un rol esential in problematica aceasta.

1. Biofizica si genetica moleculara

Datorita dimensiunilor comparabile, traversarea unor nanopori proteici de catre macromoleculele de ADN si ARN conduce la blocarea partiala si temporara a porului permeant, proces vizibil prin fluctuatii ale curentului electric mediat de proteina alfa-hemolisina. In conditii de functionalizare specifica a mediului intern al unor asemenea proteine, din analiza statistica a amplitudinii si fluctuatiilor temporale ale curentului ionic mediat se pot deduce informatii privitoare la continutul relativ al diferitelor baze purinici si pirimidinice din mono-catena de acid nucleic studiata. Detectia electrica a unor asemenea molecule in timpul tranzitului difuzional prin nanopor ar necesita masuratori

cu rezolutii de ordinul GHz-lor, fapt ce este mai ales impiedicat de amplitudinea zgomotului electric termal in acest domeniu spectral. Asadar, noi paradigme teoretice si experimentale sint necesar de elaborat pentru a intelege si controla mai bine factorii fizico-chimici ce moduleaza translocarea moleculelor polimerice prin nanopori proteici. In acest scop, strategia urmarita va fi de elaborare de noi tehnici de captare in interiorul nanoporilor proteici a mono-catenelor de ADN si ARN prin interactiuni biochimice si dielectroforetice, pentru ca fluctuatiile de curent electric sa fie inregistrabile cu acuratete si a se putea a putea asocia cu probabilitate maxima prezenta diferitelor nucleotide in interiorul unor asemenea nanopori proteici cu alterari specifice ale conductivitatii sale electrice. In final, aceste studii vor constitui fundamentul stiintific de secventiere a macromoleculelor de ADN la nivel de singura molecula.

Informatica speciala (calcule non-standard – calcul ADN)

In utlimii ani a crescut foarte mult interesul pentru tematica metodelor computationale non-standard. De interes particular sunt metodele care: i) ar furniza solutii unor probleme actualmente intractabile precum factorizarea unor numere foarte mari sau ii) ar putea aduce solutii de depasire a limitarilor tehnologice de marime, cost sau consum energetic pe care computerele clasice le au. Printre metodele din aceasta categorie calculul ADN si calculul cuantic joaca un rol esential. Fiecare dintre aceste doua metode exploateaza fenomene naturale, precum reactiile chimice de esenta cuantica, drept mediu pentru reprezentarea informatiei si realizarea calculelor. Prin ambele metode mentionate se poate teoretic atinge un grad extrem de mare de paralelizare care ar aduce rezolvarea multor probleme concrete din fizica, chimie, biologie si informatic. Prin realizarea achizitiei unui cluster de 200 procesoare, cu capacitate de dezvoltare ulterioara si cu integrare in retele puternice din Uniunea Europeana si alte retele internationale (prin tehnica GRID) acest tip de studii devine practic posibile si la noi, iar realizarea laboratorului in care se va achizitiona un secventiator ADN, va duce la realizarea unor teste practice pentru calculul ADN si compararea rezultatelor cu cele date de calculul cuantic-molecular.

Magnetism molecular. Chimie teoretica. Calcule ab-initio.

O tematica esentiala pe care si-o propune Platforma AMON este legata de trecerea de la nivelul nanometric (obtinut mai ales prin tehnica top-down) la studii la nivel molecular. Se poate metiona aici contextul favorabil al unor astfel de cercetari deoarele UAIC este membra a Retelei de Excelenta de Magnetism Molecular (MAGMANet) finantata pana in anul 2009 de catre Uniunea Europeana prin programul FP6. Aspectele interdisciplinare ale acestei cercetari (fizica-chimie-informatica) aduc argumente suplimentare pentru acest tip de finantare realizat de catre CNCSIS. O arie tematica legata de acest grup de obiective stiintifice este implementarea unui set de programe de chimie cuantica (Calcule de tip ab-initio, DFT, etc.) pe clusterul de calculatoare ce se propune a se achizitiona prin acest proiect. O alta tematica, este conectata cu obiectivele de integrare ale UAIC in cadrul Retelei de Excelenta MAGMANet. Se vor studia medii fotocomutabile de tipul celor cu tranzitie de spin. Se va realiza pentru prima data sinteza unor compusi de acest tip in cadrul Platformei iar masurarile de histerezis termic vor fi masurate tot in cadrul platformei (cu ajutorul magnetometrului AGM cu sistemul de temperatura variabila ce se propune a se achizitiona prin acest grant). La aceste obiective se adauga si obiective de cercetare in chimie teoretica (studiu interdisciplinar chimie-fizica-informatica): Studiul dinamicii sistemelor electrochimice extinse spaţial, cu comportament neliniar. Studiul reţelelor de oscilatori; Studiul dinamicii sistemelor chimice complexe; Investigaţii asupra dinamicii de reacţie, reactivităţii şi structurii electronice a sistemelor moleculare; Modelarea structurii şi a fenomenelor de transport în solide; sinteza de materiale magnetice

multifuncţionale (anorganice, organice şi hibrizi anorganic/organic) în stare policristalină şi monocristalină. Adaptarea metodelor de sinteză în funcţie de scopul materialului investigat.

Strategia in domeniul programelor educationale

Din punct de vedere al programelor educationale, organizarea Platformei aduce beneficii mai multor programe de masterat si scoli doctorale deja organizate la nivelul Universitatii. Unele dintre acestea au deja un caracter interdisciplinar dar prin organizarea Platformei acest caracter se va accentua. Interdisciplinaritatea va primi un suport suplimentar din partea Departamentului de Stiinte, recent organizat in cadrul Universitatii si care cuprinde sapte Departamente din sase Facultati (Fizica, Chimie, Matematica, Informatica, Biologie, Geografie-Geologie). Enumeram cateva dintre masteratele organizate cu sprijinul Platformei AMON

Masterat in Nanotehnologii si materiale avansate. Fizica aplicata. – acreditat in 2007 Masterat in Modelare si simulare. Fizica teoretica. – acreditat in 2007 Masterat in Biofizica si Fizica Medicala. – acreditat in 2007 Masterat in Sisteme Distribuite Masterat in Chimie Teoretica Masterat in Biotehnologii microbiene si celulare Masterat in Genetica moleculara Scoala doctorala a UAIC include programele de doctorat ale Facultatilor de Fizica, Chimie, Biologie si Informatica. Pe parcursul dezvoltarii Platformei, se vor propune noi programe de masterat, cu caracter interdisciplinar.

Mentionam ca prin Regulamentul Platformei aceste forme de pregatire sunt organizate cu stricta respectare a normelor de calitate in vigoare, prin intermediul Facultatilor implicate in proiect, Platforma asigurand personal calificat didactic si de cercetare, laboratoare bine utilate si un portofoliu de teme actuale de cercetare. Coordonatorul programelor de formare va asigura buna colaborare a profesorilor din diverse Facultati, pentru stabilirea de comun acord a unui curriculum adecvat. Totodata, el transmite Consiliului Stiintific al Platformei necesarul de personal calificat si dotarile de laborator care vor asigura continua adaptare a Platformei la conditiile pietei educationale stiintifice si tehnologice.

Incepand cu anul universitar 2008-2009 Scoala Doctorala a Universitatii a intrat in programul de finantare a burselor doctorale din Fonduri Structurale ale UE.

Putem aprecia faptul ca in momentul de fata beneficiaza de infrastructura platformei peste 60 de studenti la masterat si 50 de doctoranzi.

Forme de organizare

Un aspect important al organizatii programului de formare este legat de modalitatile practice de realizare si de utilizarea tehnologiilor educationale moderne in acest proces. Fiind in esenta vorba despre educatia adultilor (in programele de pregatire de masterat si doctorat) consideram ca programele de formare trebuie sa fie adaptate specificului acestui grup tinta. Un alt aspect caracteristic este aria mare de cuprindere a beneficiarilor programelor de pregatire interdisciplinara, atat ca pregatire initiala (pot veni candidati cu diverse pregatiri initiale - specializari universitare de licenta in Fizica, Chimie, Biologie sau Informatica), dar si ca arie geografica (se intentioneaza oferirea acestor programe de pregatire si candidatilor din strainatate). Un context favorabil dat de o experienta de peste 10 ani a unui grup de cadre didactice de la UAIC in problematica Invatamantului la Distanta si a formei moderne eLearning, face ca sa putem sa ne

angajam ca in paralel sa oferim o parte din programele educationale in forma electronica. Nu este vorba despre simpla existenta a materialului de curs in forma de fisier, ci de dezvoltarea unor programe elaborate de materiale de sprijin pentru studenti pe cele mai diverse tematici din cadrul programului educational. Putem mentiona ca grupul participant la Reteaua de Excelenta Magmanet are deja primele module de curs oferite intregii retele Europene din domeniul Magnetismului Molecular. In mod reciproc, studentii inscrisi in platforma vor avea acces la alte materiale educationale din domeniul fizicii si chimiei in special, materiale educationale realizate de cele mai prestigioase centre de cercetare Europene din Franta, Italia, Germania, Spania, Marea Britanie, etc. Obiectivul educational esential al Platformei este sa realizeze programe educationale de nivel international, cu personal didactic performant si intr-un mediu de laborator de asemenea, performant. Nu putem insa sa ne imaginam ca laboratoarele platformei vor avea TOATE dotarile necesare. Este nevoie de o concentrare pe cateva domenii, asa cum am mai atatat, dar prin sistemul de relatii asigurat in primul rand de MAGMANet/EIMM se va avea acces la o retea de laboratoare mult mai mare, la nivelul Europei. Printre aceste laboratoare se afla unele unicat in lume in momentul acesta. In cadrul retelei MAGMANet s-a dezvoltat conceptul de Laborator Integrat si de structuri de cercetare delocalizate pentru a asigura accesul la o baza de cercetare cat mai valoroasa cercetatorilor, doctoranzilor din zona Uniunii Europene. Aceste facilitati sunt asigurate si studentilor Platformei noastre, prin fonduri de mobilitati pentru cadre didactice si studenti.

Modul de valorificare a facilitatilor oferite de Platforma AMON

Platforma va deveni o structura organizationala distincta care va continua sa desfasoare activitati de cercetare si dezvoltare de tehnologii devenind capabila sa atraga fonduri nationale si internationale semnificative din diverse surse (interne dar si internationale – FP7, NATO, etc.) Prin activitatile educationale, de formare, Platforma AMON va oferi servicii atat la nivel national cat si international cautand sa atraga studenti de masterat si doctorat din intreaga lume. Aceste servicii vor asigura fonduri pentru activitatile educationale dar si pentru finantarea dezvoltarii in continuare a dotarii existente. Platforma va realiza colaborari cu structuri similare din intreaga lume pentru beneficiul reciproc si pentru extinderea capacitatii de a realiza experimente sau caracterizari speciale ale unor materiale sau esantioane. Platforma are ca obiectiv esential si acela al cresterii vizibilitatii internationale si a prestigiului stiintific al cercetarii stiintifice efectuate la noi. Pentru aceasta Platforma va promova publicarea rezultatelor cercetarii in cele mai prestigioase reviste. Rezultatele cercetarilor se vor concretiza, in acest sens si in: Publicatii in reviste internationale cotate in sistemul ISI; Publicatii in reviste din tara; Comunicari la conferinte din tara si strainatate; Lucrari de diploma, disertatii, referate de doctorat; Cursuri pentru studentii de la studii postuniversitare, monografii in domeniul temei proiectului. Cursuri livrate prin internet in limba româna sau in limbi de circulatie internationala (engleza/franceza).

Sustenabilitate

Dupa incheierea finantarii, Platforma AMON va continua sa desfasoare activitati educationale si de cercetare. Ea se va integra in diverse forme cu structuri similare din intreaga lume. Platforma va atrage sume semnificative din granturi de cercetare interne si internationale (CNCSIS, CEEX, PNCDI 2, FP7, NATO, altele). Nivelul de dotare si resursele remarcabile umane si materiale ale aceastei structuri educationale si de cercetare ii va creste capacitatea de a atrage resurse suplimentare. Platforma isi va creea un sistem de laboratoare autorizate care vor oferi servicii si vor aduce resurse suplimentare pentru dotari moderne. O alta sursa de finantare va fi reprezentata de programele de formare oferite

atat in tara cat si in strainatate. Ca obiectiv de termen mediu si lung este si acela de a conecta Platforma la necesitatile economice ale regiunii dar si la posibila deschidere a unor noi activitati de tip economic bazate pe tematicile de cercetare aplicativa initiate de Platforma. Se observa deja capacitatea remarcabila a membrilor Platformei de a atrage fonduri din granturi de cercetare (peste 20 milioane lei pentru perioada 2006-2011).

Strategia de conectare cu structuri industriale si de cercetare interne si internationale

Platforma AMON va avea permanent printre prioritatile sale valorificarea cat mai eficienta a resurselor umane si materiale de care dispune si cele adaugate prin prezentul proiect. Strategia de valorificare include mai multe tipuri de actiuni si activitati detaliate in cele ce urmeaza:

• Prezentarea Platformei AMON (directii de cercetare, laboratoare, personal, cooperari interne si internationale) pentru a oferi o referinta mediului economic cu scopul abordarii unor probleme de interes pentru intreprinderi romanesti sau din alte tari. Prezentarile se vor face atat direct (prin conferinte de prezentare) cat si prin pagina web si alte forme de publicitate (ziare, reviste, televiziuni).

• Platforma va sprijini organizarea de prezentari stiintifice dedicate publicului larg cu scopul de a imbunatati imaginea publica a acesteia. Deja a fost lansata seria – Prelectiunile SOPHYS, in organizarea Departamentului de Fizica, in care lunar sunt prezentari invitate din diverse domenii stiintifice.

♦ Activitatile financiar-contabile sunt realizate prin intermediul Serviciului de Contabilitate al Universitatii „Alexandru Ioan Cuza” din Iasi.

Art. 2 Directorul Platformei si Membrii Consiliului de Conducere ♦ Membrii Consiliului de Conducere sunt alesi de catre Consiliul Stiintific pe baza de candidaturi

sau a propunerilor facute de membrii centrului. Pentru ca alegerile pentru Consiliul de Conducere sa fie valide este obligatorie prezenta a cel putin doua treimi a membrilor Consiliului Stiintific. Membrii Consiliului de Conducere se aleg cu majoritate simpla din voturile celor prezenti.

♦ Atributiile Directorului Platformei sunt: • Convoaca trimestrial Consiliul Stiintific, pentru prezentarea rapoartelor de activitate ale

Platformei. • Coordoneaza elaborarea raportului anual al activitatilor de cercetare si de formare. • Coordoneaza elaborarea raportului anual al activitatilor financiar-contabile ale

Centrului si le prezinta Consiliului Stiintific pentru analiza, impreuna cu proiectul planului activitatii globale (cercetare + financiar) a Platformei pentru anul urmator.

• Organizeaza sesiunea anuala de comunicari stiintifice a Platformei. • Avizeaza toate documentele financiar-contabile necesare activitatilor curente ale

Centrului. • Ordona operatiuni financiare in conturile Platformei. • Avizeaza Acordurile de colaborare ale Platformei cu alte institutii din tara si strainatate. • Aproba angajarea de personal prin contract de munca sau conventie de colaborare. • Delega responsabilitatile sale pentru perioade bine definite altui membru al Consiliului

de Coordonare. ♦ Atributiile Coordonatorului Activitatilor de Formare sunt:

• Coordoneaza activitatile de formare organizate cu sprijinul Platformei (cursuri de formare, studii postuniversitare, masterate interdisciplinare, doctorate)

• Avizeaza Planurile de Invatamânt pentru programele de pregatire organizate cu sprijinul Platformei;

• Avizeaza Programele Analitice ale cursurilor oferite in cadrul Platformei; • Coordoneaza elaborarea Raportului Anual privind programele de formare derulate cu

sprijinul Platformei. • Avizeaza Acordurile de colaborare pe proiecte educationale ale Platformei. • Delega responsabilitatile sale pentru perioade bine definite altui membru al Consiliului

de Coordonare. ♦ Atributiile Coordonatorului Activitatilor Administrative sunt:

• Coordoneaza activitatile financiar-contabile ale Platformei. • Avizeaza devizele financiare ale contractelor derulate de Platforma. • Coordoneaza activitatile de achizitii de echipamente ale Platformei • Coordoneaza elaborarea Raportului Anual privind dotarea Platformei, planul de

dezvoltare a laboratoarelor si derularea programului de achizitii. • Delega responsabilitatile sale pentru perioade bine definite altui membru al Consiliului

de Coordonare. Art. 3 Consiliul Stiintific ♦ Consiliul Stiintific include toti membrii Platformei care au titlul de doctor in stiinte. ♦ Directorul Platformei este si Presedinte al Consiliului Stiintific. Directorul Platformei poate

delega calitatea de Presedinte al Consiliului Stiintific oricarui alt membru al Consiliului de Coordonare.

♦ Toti membrii Consiliului Stiintific au drept egal de vot. ♦ Consiliul Stiintific are urmatoarele atributii:

• Elaboreaza strategia stiintifica si educationala a Platformei si face recomandari privind activitatile prioritare ce trebuie abordate de Platformei.

• Aproba structura Bugetului Comun anual si de perspectiva a Platformei, stabilind modalitatea utilizarii veniturilor si prioritatea investitiilor.

♦ Hotarârile Consiliului Stiintific se iau prin vot cu majoritate simpla, 51% din numarul membrilor sai. Membrii care nu sunt prezenti la vot isi pot transmite optiunea in scris Presedintelui Consiliului Stiintific.

♦ Consiliul Stiintific se intruneste de fiecare data când este necesar prin convocare de catre Presedintele Consiliului Stiintific sau la initiativa a peste 50% din membri.

Art. 4 Activitatile desfasurate de Platforma • Platforma desfasoara activitati de cercetare si de formare (educationale) in domeniile:

Tehnici de caracterizare complexa a materialelor la nivel nanometric si molecular (materiale nanostructurate magnetice, magneti moleculari, materiale magnetodielectrice, sisteme avansate de înregistrare a informaţiei, materiale fotomagnetice, etc.);

Biofizică şi genetică moleculară (tehnici de tip single-molecule, secvenţiere ADN, tehnici speciale ADN);

Modelarea şi simularea proceselor complexe (din fizica materialelor, chimie teoretica si cuantica, biofizică, etc.).

Calcule non-standard cu aplicatii in criptografie si securitatea informatiei.

• Sustinerea activitatii de cercetare a studentilor de la sectiile de Masterat si a Scolii Doctorale din domeniile specifice platformei organizate de Universitatea “Alexandru Ioan Cuza” din Iasi

• Acordarea de burse si premii membrilor platformei si studentilor care obtin rezultate remarcabile in activitatea de cercetare.

• Prestari servicii in domeniul de activitate Consulting Expertiza Informare-documentare

• Accesul la resursele materiale (laboratoare, echipamente) se face, de regula, pe baza platii unor

taxe care sunt stabilite de Platforma pentru a acoperi cheltuielile legate de folosirea resurselor mentionate. Aceste resurse suplimentare sunt folosite si pentru a asigura venituri proprii pentru achizitia de noi echipamente sau de reactualizarea celor existente.

• Stabileste relatii de colaborare cu platforme similare din tara si strainatate, cu scopul integrarii

activitatii AMON in programele internationale de cercetare si transfer de tehnologie. • In cadrul Platformei se organizeaza Laboratoare specializate, coordonate de catre membri ai

Consiliului Stiintific. • Structura Laboratoarelor din cadrul Platformei poate fi schimbata, pe baza unui proiect discutat

de Consiliul Stiintific si aprobat de Consiliul de Coordonare. Art. 5 Etapele desfasurarii unei activitati de cercetare ale Platformei ♦ O activitate de cercetare care solicita co-finantare din partea centrului se initiaza la propunerea

oricarui membru al Platformei. Propunerea se adreseaza Consiliului de Coordonare. Directorul intruneste Consiliul Stiintific si face cunoscuta propunerea de colaborare primita.

♦ Consiliul Stiintific incredinteaza propunerea primita, unui membru al Platformei care va avea calitatea de manager propus. Managerul propus face o evaluare detaliata a oportunitatii angajarii centrului in abordarea respectivei cercetari. Elaboreaza un proiect de cercetare si un buget estimativ de cheltuieli din fondurile proprii.

♦ Proiectul de cercetare si bugetul estimativ este analizat de Consiliul Stiintific, care va aproba sau nu angajarea oficiala a Centrului in sprijinirea activitatii respective. Acceptarea proiectului de cercetare propus se face de catre Consiliul Stiintific prin vot cu majoritate simpla (51% din numarul total al membrilor Consiliului Stiintific).

♦ Proiectul de cercetare acceptat de Consiliul Stiintific devine obiectul unui contract de cercetare incheiat intre Platforma si beneficiarul care a lansat propunerea. Valoarea contractului se stabileste prin negociere cu beneficiarul. Negocierea este realizata de Directorul centrului si managerul propus de Platforma. In functie de valoarea obtinuta pentru contractul respectiv si bugetul estimat, Consiliul Director va propune resursele financiare care trebuie incluse in bugetul Platformei.

♦ Managerul proiectului de cercetare aprobat de Consiliul Stiintific, devine manager de proiect si are raspunderea integrala a finalizarii activitatilor care fac obiectul contractului de cercetare. Managerul de proiect are libertatea de a stabili destinatia si prioritatea cheltuielilor, in limita bugetului si in acord cu structura de buget aprobata de Consiliul Stiintific.

♦ Managerul de proiect constituie o echipa de cercetare. In functie de complexitatea temei Managerul de proiect are libertatea de a fragmenta proiectul in teme de cercetare, incredintate spre rezolvare unor echipe de lucru cu experienta recunoscuta intr-un domeniu specific de activitate. Echipa va fi condusa de un responsabil de tema de cercetare, care poarta raspunderea finalizarii respectivei teme.

♦ O tema de cercetare poate fi incredintata spre rezolvare unei echipe de cercetatori din cadrul unei alte institutii autorizate sa desfasoare activitati de cercetare, pe baza unui sub-contract sau a unei conventii de colaborare incheiate intre Centru si respectiva institutie, in conditiile prevazute de lege. Temele de cercetare finantate complet din contract (CNCSIS, CEEX, cu intreprinderi industriale sau cu alti beneficiari) sunt supuse unei proceduri de avizare interna care sa asigure calitatea rezultatelor stiintifice raportate.
