    Issues for the future

    I have called or a new Atlantic Agenda or

    Globalisation. For a reinorced EU/US part-

    nership based on a new agenda: By re-invig-

    orating the Euro-American economic and

    political relationship; By making the EU-US

    relationship more outward-looking, and

    engaging more with third parties including

    powers such as Brazil, Russia, India and China;

    By reorming the architecture o international

    cooperation; By joining our eorts to mitigate

    climate change while achieving greater

    energy security; By deending and reinorc-

    ing an open, rules-based, multilateral trading

    system; By making urther progress towards

    achieving the Millennium Development Goals;

    and by launching a comprehensive review o

    respective EU and US eorts to secure inter-

    national peace and security.

    Global challenges, joint responses

    The EU and the US have shown their commit-

    ment to developing a post-2012agreement

    under the UN Framework Convention on

    Climate Change. Our policies are converging

    in support o energy security, clean and

    eicient technologies, and green jobs.

    Given the interdependence o the worlds

    major economies, the EU and the US have

    also agreed to take urther actions to

    promote a sustainable economic recovery,including stabilising the financial system

    and reorms to strengthen inancial markets

    and regulatory regimes. .

    Latest achievements

    We are both committed to global peace

    through crisis management and conflict

    prevention. The US is participating in the EUs

    Rule of Law Mission in Kosovo (EULEX), sup-

    porting local authorities in building up a unc-

    tional and sustainable rule o law system.

    A new EU-US agreement concluded in 2011

    will urther acilitate uture US participation in

    EU crisis management missions.

    Our cooperation on regional challenges

    (including Aghanistan/Pakistan, North Arica

    and the Arab Spring, the Middle East and Iran)

    is intensiying, including a greater ocus on

    civilian capacity building in crisis-hit regions to

    ensure long-term stability.

    We have strengthened our dialogue on devel-

    opment cooperation, with a ocus on the

    agenda o the Millennium Development Goals.

    Cooperation between the EU and the US on

    cross-border crime and security issues contin-

    ues to expand. Key themes include acilitating

    mobility in a secure environment and strength-

    ening law enorcement, counter-terrorism and

    cyber-security cooperation.

    23 o the 27 EU Member States are now part

    o the US Visa Waiver Programme. The EU

    continues to press or inclusion o all EU

    countries.

    The irst stage EU-US Air Transport Agreement

    o 2007 liberalised the transatlantic airline

    market, removing restrictions on routes,

    prices, and the number o lights. The second

    stage agreement was initialled in March 2010.

    In the ield o science and technology, we are

    stimulating inormation lows, networking

    opportunities and the transer o innovation.

    Researchers at US institutions can take part inEU-backed research projects and gain EU

    unding i their consortium includes EU

    researchers.

    Common values

    The relationship between the European Union

    (EU) and the United States (US) is essential

    and unique. Based on shared values and a

    undamental belie in human rights, democ-

    racy and the market economy, the EU-US

    partnership covers much more than just

    trade relations.

    Together we promote peace, stability, democ-

    racy and prosperity. We are committed to

    nding common responses to global chal-

    lenges. We are working together to combat

    climate change, the causes o poverty,

    and the spread o inectious diseases. We

    cooperate on strategies to improve energy

    security and efciency.

    Regular contacts at all levels, including by

    leaders at the annual EU-US Summits, are

    testimony to the vitality of this partnership.
