Bryan will soon join CEQ, but Phil denies that he/CEQ had anything to do with it. Larissa is against, but Conover is over there andI is very well connected to the liberal Republicans and many Democrats. I think it would be best to blame Bryan Hannegan at this point and to reference him as the source of the claim that the Administration is for it. If the Administration is not for it, then they ~zill have to say so and perhaps repudiate Bryan. if they are for it, then we can hit them with hard. CEI will send out a press release today which attacks the committee staff draft bill, not Domenicils bill. I have some talking points plus a couple of action items nearly ready to go and also am working on a joint letter. I am planning to have a Cooler Heads meeting this Friday to plot strategy, but if anyone thinks it is premature because Domenici has already delayed mark-up of the climate title until after Easter, let me know. N. B., as Aloysius pointed out earlier, the Senate never voted on the Hagel-Voinovich amendment because they didn't have the votes.
