PARTNERS

Mian Irfan Akram

He is Advocate Supreme Court of Pakistan and presently serving as

Deputy Attorney General for Pakistan. After completing his LL.B. from

University of the Punjab, he joined the legal profession in 1996. Due to

his hard work, commitment and dedication very soon he became a

recognized name within the legal fraternity. He specializes in

Constitutional, Criminal, Banking, and Telecommunication Laws. He

has also authored several Law Books.

He also remained the Finance Secretary of Lahore High Court Bar

Association, Lahore for the Year 2001. Mr. Akram also remained as

faculty member of Quaid-e-Azam Law College.

Sayyed Mubashar Masood

Advocate High Court started his practice in 1995 with Syed Hamid Ali

& Company. He worked at Raja Muhammad Akram & Co and Syed

Afzal Haider & Associates. Later on, he joined Citi Bank as Manager

Legal. He served at Industrial Development Bank of Pakistan as Vice

President Litigation (Punjab Region) and SMEDA as the Manager

Legal Services. Mr. Masood served Lahore Electric Supply Company

(LESCO) as Director Legal and also as Company Secretary. He also

remained the General Manager Legal & Corporate Affairs of National

Transmission & Despatch Company (NTDC) and later served as Chief

Legal Officer at Quaid-e-Azam Solar Power Company before joining

RASIKH CONSILIUM as Partner.

In the meanwhile he is also rendering consultancy services to USAID

power sector reform projects. He also has the experience of being

faculty member of Quaid-e-Azam Law College.


Sheikh Muhammad Ali

He is Advocate High Court. After earning the Gold Medal in LL.B.

from prestigious Bahauddin Zakariya University he started practice

from Multan in 2000. In his career of about 16 years, he served as

Litigation Counsel, in-house lawyer, Consultant/ Advisor to several

state and sub state organizations and has also litigated numerous land

mark cases. He has also drafted Laws, Rules and Regulations for

Government and private companies/ organizations as well as the

contracts and partnership deeds. His areas of expertise include Civil,

Commercial, Corporate, Media, Telecommunication, Service & Labour,

Regulatory Frame Works and Energy Laws. He is also known for his

expertise in negotiation, mediation and arbitration.

Mr. Ali served as faculty member of Quaid-e-Azam Law College,

Lahore and Allama Iqbal Law College, Multan.

Abid Lateef Lodhi

He is Professional Financial and Management Accountant and has a

vast experience and knowledge of handling the financial transactions

related to the Power Sector of Pakistan. He served at various key posts.

He remained Financial Management Team Lead of USAID Power

Distribution Program; the Chief Financial Officer of Lahore Electric

Supply Company Limited; the Head Tariff and Regulatory Department

of Power and Water Utility Company for Jubail and Yanub, Saudi

Arabia (MARAFIA); the Deputy Director Tariff of National Electric

Power Regulatory Authority; Manager Finance Corporate Planning of

National Transmission and Dispatch Company Limited ; and the

Deputy Director Corporate Planning and Control of Water and Power

Development Authority.

He is Certified Board of Directors from Pakistan Institute of Corporate

Governance and author of publication in name ‚Costing and Tariff

Setting in Pakistan Power Sector‛ published by Institute of Cost &

Management Accountant of Pakistan.

Power Laws

The Firm and its Partners have year’s long experience in generation,

transmission and distribution of electric power. The Firm has prepared &

presented the Petitions for Licenses and Tariff, besides other work, before

NEPRA; drafted the Power Purchase Agreements; rendered legal Opinions

and advises’ and represented Ministry of Water & Power and the public

sector corporate entities during litigation on policy matters and other issues.

We have also represented the Public Sector in local and international

negotiations and expert’s mediation.

Banking Laws

The Firm is serving several banks including Habib Bank Limited, United Bank

Limited, NIB Bank & National Bank in litigation. In addition, the Firm deals

with all other related business, including opinions and advises, to the other

Banks. One of the Partners has served renowned banks as in-house legal

expert.

Telecommunication Laws

Partners of the Firm are dealing in telecommunication for the last 12 years

including Land Line Company (PTCL), Cellular Companies (Mobilink) and


almost all the LDI Operators in Pakistan. The Firm has dealt in major policy

litigation and opinion work in particular related to ICH regime.

Media Laws

The Firm has an exposure of about 11 years in handling cases related to Media

Laws. One of the Partners of the Firm had served Pakistan Electronic Media

Regulatory Authority (PEMRA) for about 5 years. The firm has advised and

represented during litigation various cable operators.

Administrative, Labour & Services Laws

One of the major expertises of the Firm is Labour and Service matter. The

Partners and the team have represented numerous clients, including

companies, individuals, unions and Collective Bargaining Agent (CBA),

before Labour Courts, Appellate Tribunals, Service Tribunals and Higher

Courts.

2. Rana Muhammad Amjad

(Engineer)

He served as General Manager, WAPDA Power Privatization

Organization (WPPO) as well as the Chief Operating Officer of Central

Power Purchasing Agency (CPPA). His expertise is well known in

power sector particularly with regard to the Power Purchase

Agreements and ancillary matters. He is at present attached with us as

Technical Consultant.

3. Abdul Sattar

(FCA/FCMA)

He is expert and professional accountant with an unmatchable

experience in Telecommunication Sector. He has also been with the
