NOTA METODOLOGICĂ

Industrie

Indicele producţiei industriale(IPI) este un indice de volum şi măsoar ă evoluţia rezultatelor activităţilor cucaracter industrial dintr-o perioadă faţă dealta.

Indicele producţiei industriale estede tip Laspeyres, iar utilizarea lui subaceastă formă necesită revizuireaperiodică a sistemului de ponderare şiasigurarea reprezentativităţii seriilor deproduse selectate.

În conformitate cu prevederileRegulamentului CE nr. 1165/1998amendat cu Regulamentul ParlamentuluiEuropean nr. 1158/2005 cu privire la

statisticile pe termen scurt în calcululindicelui producţiei industriale, se cuprinddiviziunile CAEN Rev.2: 05÷35, exclusivgrupa 353.

Indicii producţiei industrialemăsoar ă evoluţia acesteia pe total,secţiuni (industria extractivă,prelucr ătoare şi producţia şi furnizarea deenergie electrică şi termică, gaze, apă caldă şi aer condiţionat), diviziuni CAENRev. 2 precum şi pe marile grupeindustriale. Gradul de acoperire pe total

industrie este de 87,7%.

Pentru calculul indicilor producţieiindustriale se utilizează un eşantion deproduse reprezentative grupate în 710subclase elementare CPSA 2008, pentrucare se înregistrează date cantitativeprivind producţia realizată.

Nomenclatoarele utilizate lacalculul indicelui producţiei industrialesunt:

• Clasificarea Activit ăţ ilor

Economiei Naţ ionale (CAEN Rev. 2)• Clasificarea produselor şi

serviciilor asociate activit ăţ ilor (CPSA2008).

• Marile grupe industriale (industria bunurilor intermediare, industriabunurilor de capital, industria bunurilor defolosinţă îndelungată, industria bunurilor de uz curent, industria energetică)reprezintă un nomenclator agregat dediviziuni sau grupe CAEN Rev. 2 utilizat în statistica europeană pentrucaracterizarea industriei după destinaţiabunurilor produse.

Industria bunurilor intermediarecuprinde următoarele diviziuni, respectiv

The industrial production index isof Laspeyres type and its usage under this form, needs the periodical revision of the weighting system and the ensuring of the representative series for the selected products.

According to the stipulations of EC Regulation no.1165/1998 amended by the Regulation of European Parliament no. 1158/2005 regarding the short term

statistics for the calculation of industrial production index, CANE Rev.2: 05-35 divisions are included, excluding the 353group.

The industrial production indicesmeasure its evolution per total industry,sections (mining and quarrying,manufacturing and electricity, gas,steamand air conditioning supply) and CANE Rev. 2 divisions and by broad industrial groups. The coverage degree per total industry is 87.7%.

For the calculation of industrial production indices, a sample of 710 elementary subclasses CPSA 2008 isused, for which quantitative dataregarding the achieved production areregistered.

The nomenclatures used tocalculate the industrial production index are:

• The Classification of Activities in

the National Economy (CANE Rev. 2).• The Classification of products

and services associated to activities(CPSA 2008).

• Broad industrial groups(intermediate goods industry, capital goods industry, durable goods industry,current goods industry, energy industry)represent an aggregated nomenclature of CANE Rev. 2 divisions or groups used inthe European statistics for industry characterization by destination of goodsfabricated.

Intermediary goods industry includes the following divisions,

grupe CAEN Rev. 2: 07, 08, 09, 106, 109,131, 132, 133, 16, 17, 201, 202, 203,205, 206, 22, 23, 24, 255, 256, 257, 259,261, 268, 271, 272, 273, 274, 279.

Industria bunurilor de capitalcuprinde următoarele diviziuni, respectiv

grupe CAEN Rev. 2: 251, 252, 253, 254,262, 263, 265, 266, 28, 29, 301, 302,303, 304, 325, 33.

Industria bunurilor de folosinţă îndelungată cuprinde următoarelediviziuni, respectiv grupe CAEN Rev. 2:264, 267, 275, 309, 31, 321, 322.

Industria bunurilor de uz curentcuprinde următoarele diviziuni, respectivgrupe CAEN Rev. 2: 101, 102, 103, 104,105, 107, 108, 11, 12, 139, 14, 15, 18,204, 21, 323, 324, 329.

Industria energetică cuprindeurmătoarele diviziuni, respectiv grupeCAEN Rev. 2: 05, 06, 19, 351, 352.

• PRODROM - Nomenclatorul de produse şi servicii industriale utilizat lacolectarea datelor privind producţiaindustrială este total armonizat cunomenclatorul utilizat în ţările U.E.,respectiv Lista PRODCOM. Poziţiile dincadrul nomenclatorului PRODROM suntrezultatul detalierii subclaselor

elementare CPSA 2008. Toate poziţiilePRODROM sunt la acelaşi nivel denominalizare, eventualele grupărisolicitate pentru cerinţele de analiză şidiseminare, obţinându-se prin prelucrare,pe baza criteriilor de structurare utilizatepentru definirea fiecărei poziţii.

Nomenclatorul de produseindustriale (PRODROM) cuprinde circa3500 produse şi caracterizează activităţileindustriale din secţiunile CAEN Rev. 2: B,C şi D.

• Nivelul de subclasă elementar ă CPSA reprezintă primul nivel de calcul alIPI. Cele cca 3500 produse PRODROMse agregă în 1100 subclase elementareCPSA, din care 710 sunt luate în calcululIPI.

• Nomenclatorul operatorilor economici care furnizează lunar dateprivind producţia fizică industrială cuprinde un eşantion reprezentativ de întreprinderi cu activitate principală de

industrie (CAEN Rev. 2: 05÷35) şi careeste constituit din totalitatea întreprinderilor cu peste 50 de salariaţi şidintr-un eşantion de întreprinderi cunumăr de salariaţi cuprins între 4-49,

respectively CANE Rev. 2 groups: 07, 08,09, 106, 109, 131, 132, 133, 16, 17, 201,202, 203, 205, 206, 22, 23, 24, 255, 256,257, 259, 261, 268, 271, 272, 273, 274,279.

Capital goods industry includesthe following divisions, respectively CANE

Rev. 2 groups: 251, 252, 253, 254, 262,263, 265, 266, 28, 29, 301, 302, 303,304, 325, 33.

Durable goods industry includesthe following CANE Rev. 2 divisionsrespectively groups: 264, 267, 275, 309,31, 321, 322.

Current use goods industry includes the following divisions,respectively CANE Rev. 2 groups: 101,102, 103, 104, 105, 107, 108, 11, 12,139, 14, 15, 18, 204, 21, 323, 324, 329.

Energy industry includes thefollowing divisions, respectively CANE Rev.2 groups: 05, 06, 19, 351, 352.

• PRODROM - The Nomenclatureof Industrial Products and Services used for data collection regarding the industrial production is fully harmonised with thenomenclature used in European Unioncountries, respectively PRODCOM List.The positions from PRODROM nomenclature are the result of CPSA

2008 detailed elementary subclasses. All PRODROM positions are at the samelevel of nominalization, possible groupsrequired for analysis and disseminationbeing obtained by processing, based onthe structuring criteria used to defineeach position.

The Nomenclature of Industrial Products (PRODROM) includes about 3500 products and characterizes theindustrial activities of the CANE Rev. 2:B, C and D sections.

• CSPA elementary subclass level represents the first IPI calculation level.Those about 3500 PRODROM productsare aggregated in 1100 CSPA elementary subclasses, of which 710 are taken intoIPI calculation.

• The Nomenclature of economic operators, which provides monthly dataabout industrial physical production,includes a representative sample of enterprises having industry as their main

activity (CANE Rev.2: 05÷35) and whichincludes all the enterprises having over 50 employees and a sample of enterprises having 4-49 employees, sothat a representativity of about 90%

Pentru o mai bună reprezentare aindustriei alimentare, datorită specificului

acesteia, în eşantionul de întreprinderiindustriale sunt incluse şi societăţilecomerciale cu activitate principală deagricultur ă dar care au subunităţispecializate în fabricarea produselor agroalimentare.

Construirea sistemului deponderare şi algoritmul de calcul

Agregarea indicilor primari aiproducţiei industriale se realizează printr-un sistem de ponder ări succesive,utilizându-se pentru agregarea la nivel de

subclasă elementar ă CPSA - nivel deagregare superior al PRODROM-uluipreţul mediu unitar din anul de bază (2005), iar pentru nivelurile de agregaresuperioare (clasă, grupă, diviziune,secţiune CAEN Rev. 2 sau mare grupă industrială) folosindu-se ca element deponderare valoarea adăugată brută lacostul factorilor (VABCF) din anul debază (2005).

Primul nivel de agregare estenivelul clasei CAEN Rev. 2, următoarele

niveluri de agregare fiind determinate cao medie aritmetică ponderată a indicilor claselor, grupelor, diviziunilor, secţiunilor CAEN Rev. 2, marilor grupe industriale,cu VABCF corespunzătoare din anul debază (2005).

Indicii pentru marile grupeindustriale se obţin prin agregareaindicilor la nivelul grupelor CAEN Rev. 2componente, ponderate cu VABCFcorespunzător.

Indicii producţiei industriale petotal industrie se obţin prin agregareaindicilor calculaţi la nivel de diviziuneCAEN Rev. 2.

Datele pentru perioada 2005-2008au fost recodificate conform noiiClasificări a Activităţilor din EconomiaNaţională (CAEN Rev.2), armonizată cuclasificarea europeană în domeniu(NACE Rev.2) iar seriile de date au fostrecalculate conform noii clasificări şi ca

urmare a schimbării anului de bază şisistemului de ponderare utilizat la calcululindicilor.

La baza recalculării au stat datelecolectate, în cursul anului 2008, conform

Primary indices of industrial production are aggregated by a system of successive weightings, using for theaggregation at level of CPSA elementary

subclass – PRODROM level of upper aggregation the unit average price of basic year (2005), while for upper aggregation levels (CANE Rev. 2 class,group, division, section or broad industrial group), being used as weightting element the gross value added at the cost of factors (GVACF) of the basic year (2005).

The first aggregation level is thelevel of CANE Rev. 2 class, the next

aggregation levels being determined as aweighted arithmetic mean of the CANE Rev. 2 classes, groups, divisions,sections indices, the broad industrial groups, with the corresponding GVACF of the basic year (2005).

The indices for the broad industrial groups are obtained by the indicesaggregation at level of the CANE Rev. 2 component groups, weighted with thecorresponding GVACF.

The industrial production indices per total industry are obtained by theaggregation of indices calculated at level of the CANE Rev. 2 division.

The data for the 2005-2008 period were recodified according to the new Classification of Activities in the National Economy (CANE Rev. 2), harmonised with the European classification in thefield (NACE Rev. 2), and the data serieswere recalculated according to the new

classification and as a result of changing the base year and the weighting systemused to calculate the indices.

The recalculation was based onthe data collected in 2008, according to

seriilor de date publicate anterior.

Pe lângă indicii bruţi ai producţieiindustriale, se calculează lunar şi indiciajustaţi cu numărul de zile lucr ătoare prinmetoda regresivă, metodă recomandată de regulamentele europene referitoare laindicatorii pe termen scurt (RegulamentulConsiliului 1165/1998).

Pentru ajustarea seriilor (nivel,diviziune, secţiune, total industrie - CAENRev. 2, mare grupă industrială) s-a folosit

pachetul de programe DEMETRA(metoda TRAMO/SEATS), carerealizează estimarea efectului număruluide zile lucr ătoare diferit de la o lună laalta şi efectului calendarului (Paşteleortodox, an bisect şi alte sărbătorinaţionale) precum şi identificarea şicorectarea valorilor extreme (schimbăride nivel ocazionale, tranzitorii saupermanente) şi interpolarea valorilor lipsă.

Seria ajustată cu numărul de zilelucr ătoare s-a obţinut prin eliminarea dinseria brută a acestor efecte, cu ajutorulunor coeficienţi de corecţie, stabiliţi înfuncţie de modelul de regresie folosit(aditiv sau multiplicativ).

Stabilirea modelelor de regresiefolosite pentru fiecare serie se face la începutul fiecărui an şi implică recalcularea seriilor ajustate calculate înanul precedent (recalculare datorată modificării modelelor adoptate, numărului

de regresori folosit şi numărului deobservaţii disponibile).

Ajustarea nivelurilor agregate(secţiune, total industrie, mari grupe

In order to adjust the series (level,division, section, total industry – CANE Rev. 2, broad industrial group)

DEMETRA programs package(TRAMO/SEATS method) was used,estimating the effect of working daysnumber different from one mounth toanother and calendar effect (Orthodox Easter, bissextile year and other national holidays) as well as identification and correction of extreme values (occasional,transition or permanent changes) and interpolation of missing values.

Adjusted series with working daysnumber was obtained eliminating fromunadjusted series those effects by meansof correction coefficients, set upaccording to regression model used (additive or multiplicative).

Regression models used for eachseries are set up at the begining of eachyear, involving the recalculation of adjusted series calculated in the previousyear (recalculation due to thr change of the adopted models, number of

regressors used and number of availableobservations).

Datele pentru anul 2008 au fostrecodificate conform noii Clasificări aActivităţilor din Economia Naţională (CAENRev.2), armonizată cu clasificareaeuropeană în domeniu (NACE Rev.2) iar seriile de date au fost recalculate conformnoii clasificări şi ca urmare a schimbăriianului de bază şi sistemului de ponderareutilizat la calculul indicilor.

La baza recalculării au stat datelecolectate, în cursul anului 2008, conformambelor versiuni de CAEN, prin cercetareastatistică privind indicatorii pe termen scurt în industrie.

The recalculation was based on thedata collected in 2008, according to bothCANE revisions, through the statistical survey on short-term indicators in industry.

The data series for the 2000-2007 period was estimated according to CANE Rev. 2 on the basis of the matrix of conversion between the two versions of the classification.

The matrix was built using theresults of the survey meant to improve the

statistical register and updated withinformation collected through the structural business survey.

The coverage of the industrial production price index is represented by all the products manufactured and sold (ondomestic market and/or non-domestic market) by economic operators whosemain activity is includes in CANE Rev.2 05÷36 divisions.

The observed variable representsthe production price associated to thesetransactions, which is to be determined according to the seller (economic operator), to the specific product for transaction and to the type of buyer and other characteristics of the transaction.

The nomenclature of assortmentsis not unique at national level, it is carried out at level of each observation unit by

expert statisticians together with thespecialists from the economic operator.

Building up the weighting system and the calculation algorithm

The industrial production priceindex is a Laspeyres type index and isdetermined based on a system of constant weights.

The system of weights used in thecalculation of the industrial production price index is set up separately by

destination, as it is used for the calculationof industrial production price index,delivered for domestic market or export.The weighting values by destination for all the aggregation levels were determined from the Annual (structural) Statistical Business Survey in 2005.

Construcţii

Valoarea lucr ărilor deconstrucţii executate cuprinde lucr ări deconstrucţii noi, reparaţii capitale şi lucr ăride întreţinere şi reparaţii curente realizatede operatorii economici cu activitateprincipală în domeniu. Acest indicator serefer ă la lucr ările de construcţii terminatepe stadii fizice (a nu se confunda cuobiectul sau partea de obiect deconstrucţie terminată).

Construcţiile noi reprezintă rezultatul acelor activităţi care determină

direct crearea de noi spaţii (de locuit saucu altă utilizare) sau crearea de noistructuri la construcţiile civile existente.

Lucr ările de reparaţii capitale laconstrucţii existente reprezintă complexul de lucr ări care se execută laclădiri şi construcţii existente după expirarea fiecărui ciclu de funcţionareprevăzut în normativele tehnice şi care auca scop menţinerea caracteristicilor tehnico-economice ale construcţiilor pe întreaga durată de serviciu normată.

Lucr ările de întreţinere şireparaţii curente la clădiri şi construcţiiexistente reprezintă ansamblul de operaţii(zugr ăvire, vopsire, repararea unor păr ţineînsemnate) ce se realizează la oconstrucţie existentă pentru a asiguracontinuitatea folosirii ei, împiedicarea uneiuzuri rapide şi prelungirea duratei defuncţionare.

Lucr ările de construcţii pot fi

executate la următoarele tipuri deconstrucţii:- Clădiri rezidenţiale - cele

destinate exclusiv, sau în principal, pentrulocuit (peste 50% din spaţiul locuibil saudin volumul construit este utilizat pentrulocuit). Clădirile pentru colectivităţi (casede bătrâni, orfelinate, cămine) seconsider ă clădiri rezidenţiale.

- Clădiri nerezidenţiale - celedestinate exclusiv, sau în principal, altor scopuri decât cele rezidenţiale (hale

industriale, magazine, cinematografe,birouri, spaţii administrative etc.)- Construcţii inginereşti -

obiecte de construcţii care nu îndeplinesc

Construction

The value of executed construction works includes new construction works, capital repairs and maintenance works and current repairscarried out by economic operators having construction as main activity. Thisindicator refers to finished constructionworks by physical stages (do not confound with object or object part of finished construction).

New construction represent theresult of those activities which directly

determine the creation of new spaces (for habitation or with another destination) or the creation of new structures for existent civil construction.

Capital repair works for existent construction represent all the workscarried out for existent buildings and construction after expiring eachfunctioning cycle stipulated in technical norms and which aim at keeping theconstruction technical and economic characteristics during the whole durationof service.

Maintenance works and current repairs for existent buildings and construction represent all the operations(painting, dyeing, and repair of insignificant parts) carried out for anexistent construction in order to ensurethe continuity of its use, to prevent itsrapid wear out and to prolong itsfunctioning duration.

Construction works can be

executed for the following constructiontypes:- Residential buildings –

exclusively or mainly meant for habitation(over 50% of living floor or volume is used for habitation). The buildings peoplecollectivities (elderly homes, orphanages,hostels) are considered residential buildings.

- Non-residential buildings –exclusively or mainly meant for other purposes than residential ones (industrial

halls, shops, cinemas, offices,administrative spaces etc.).

- Engineering construction -construction objects which do not have

Datele pentru anul 2008 au fostrecodificate conform noii Clasificări aActivităţilor din Economia Naţională (CAEN Rev.2), armonizată cu clasificareaeuropeană în domeniu (NACE Rev.2) iar seriile de date au fost recalculate conformnoii clasificări şi ca urmare a schimbăriianului de bază şi sistemului de ponderareutilizat la calculul indicilor.

La baza recalculării au stat datelecolectate, în cursul anului 2008, conformambelor versiuni de CAEN, princercetarea statistică privind indicatorii petermen scurt în construcţii.

Seria de date pentru perioada2000-2007 a fost estimată conform CAENRev.2 pe baza matricii de conversie între

cele două versiuni ale clasificării.Matricea a fost constituită pe baza

rezultatelor anchetei de ameliorare aregistrului statistic şi actualizată cu

The weights used for theaggregation are calculated based on theturnover according to the results of Structural Business Survey in therefererence year 2005.

The data for 2008 were recodified according to the new Classification of Activities in the National Economy (CANE Rev. 2), harmonised with the Europeanclassification in the field (NACE Rev. 2),and the data series were recalculated according to the new classification and asa result of changing the base year and the weighting system used to calculatethe indices.

The recalculation was based onthe data collected in 2008, according toboth CANE revisions, through thestatistical survey on short-term indicatorsin construction.

The data series for the 2000-2007 period was estimated according to CANE Rev. 2 on the basis of the matrix of

conversion between the two versions of the classification.The matrix was built using the

results of the survey meant to improvethe statistical register and updated with

Estimation of unobserved components: trend-cycle, seasonality and irregular component is done by theSEATS program based on ARIMAmodels.

Serviciile de piaţă prestate înprincipal întreprinderilor cuprind aceleservicii care pot să constituie obiectulvânzării şi cumpăr ării pe piaţă şi suntrealizate de unităţi ale căror venituri provin în cea mai mare parte (50% sau mai multdin cifra de afaceri realizată) din vânzareaproducţiei proprii de servicii detransporturi, poştă şi curierat, producţiecinematografică, video şi programe deteleviziune, difuzare şi transmitere deprograme, telecomunicaţii. Se mai includactivităţile de servicii în tehnologiainformaţiei, activităţile juridice şi decontabilitate, arhitectur ă şi inginerie,publicitate, activităţi profesionale, ştiinţificeşi tehnice, activităţi de investigaţie şiprotecţie, activităţi de cur ăţenie, desecretariat şi servicii suport, tranzacţiiimobiliare şi activităţi de închiriere şi

leasing, indiferent de denumirea preţurilor practicate (tarife, preţuri de vânzare) şimodalităţile de încasare.

SERVICES

(50% at least) come from sale of own production, no matter of practiced prices(tariff, tax, selling price). Monthly survey onmarket services mainly rendered to the population includes the following activities:hotels and restaurants, travel agenciesand tour operators activities, tourist assistance activities, gambling and other recreation activities, hairdresser and other beautifying activities, laundry, cleaning textiles and fur products, funeral activities,body building and other services for

natural persons.

Market services mainly rendered to enterprises include the services,subject to sale and purchase on themarket and are done by units whoseincome (50% or more from turnover) comemostly from sale of own production of transport services, post and courier,cinema production, video and TV programs, broadcasting of programs,telecommunications. There are alsoincluded activities of services ininformation technology, legal and accounting activities, architecture and engineering, publicity, professional,scientific and technical activities,investigation and protection activities,cleaning activities, secretariat, support services, real estate transactions, renting and leasing activities, no matter of practiced prices (tariff, selling price) and

cashing ways.

Turnover represents total incomeof the enterprise in the respective period,

Indicii de volum ai cifrei de afaceridin servicii de piaţă prestate populaţieisunt indici de tip Laspeyres şi sunt

calculaţi în condiţii metodologice şi depreţuri comparabile. Pentru exprimareavalorilor din perioada curentă în preţurileperioadei de referinţă se utilizează indicide preţuri deflatori (indicele preţurilor deconsum). Primii indici obţinuţi sunt la nivelde clasă/grupă CAEN Rev.2, apoi prinagregări succesive se obţin indici laniveluri agregate. Ponderile utilizate laagregare sunt calculate pe baza cifrei deafaceri conform rezultatelor AncheteiStructurale în Întreprinderi din anul de

referinţă (2005).Indicii valorici ai cifrei de afaceri din

domeniul serviciilor de piaţă prestate înprincipal întreprinderilor sunt indici de tipLaspeyres şi se calculează ca indiciponderaţi nedeflataţi. Ponderile utilizate laagregare sunt calculate pe baza cifrei deafaceri conform rezultatelor AncheteiStructurale în Întreprinderi din anul dereferinţă (2005).


La baza recalculării au stat datelecolectate, în cursul anului 2008, conformambelor versiuni de CAEN, prin cercetarea

statistică privind indicatorii pe termen scurt în servicii.Seria de date pentru perioada

2000-2007 a fost estimată conform CAENRev.2 pe baza matricii de conversie între

The recalculation was based on thedata collected in 2008, according to bothCANE revisions, through the statistical

survey on short-term indicators in services. The data series for the 2000-2007

period was estimated according to CANE Rev. 2 on the basis of the matrix of

The number of employees includes persons with definite or indefinite durationlabour contract/agreement (including seasonal workers, managers or administrator) existent in the evidence of economic and social units at end of thereference period. În efectivulde salariaţi luat în calcul se includ numaipersoanele care au fost plătite pentru lunarespectivă. Nu se iau în considerare:salariaţii aflaţi în concediu f ăr ă plată, îngrevă, detaşaţi la lucru în str ăinătate şi ceial căror contract de muncă/raport deserviciu a fost suspendat.

Eşantionul cercetării statisticelunare asupra câştigurilor salariale acuprins în anul 2008 23000 unităţieconomico-sociale. Unităţile din sectorul

Thenumber of employees includes only persons paid for the respective month.There are not taken into consideration: theemployees under leave without pay, instrike, temporarily seconded to work abroad and those whose labour contract/agreement was suspended.

Data source

The monthly data regarding theearnings and the number of employees for years 2000 - 2007 were estimated according to the new Classification of Activities in the National Economy (CANE Rev.2) harmonised with Europeanclassification in the field (NACE Rev.2). Applied estimation method relies onconversion matrix of economic activitiesdefined according to CANE Rev. 1 ineconomic activities defined according toCANE Rev.2. Building up the conversionmatrix relies on data collected according toCANE both versions, by monthly statistical survey on earnings, during 2008.

The sample of the monthly statistical survey on earnings in 2008 counted 23000 economic and social units.Budgetary sector units (general

government, education, health and social assistance) were exhaustively comprised into the survey. For economic sector, unitsof four employees and over were included in the survey covering 94.95% of total
