Higher education in civil engineering in Romania came intobeing in 1864 by founding The School of Bridges and

Roads, Mines and Architecture. It became The School ofBridges, Roads and Mines in 1867 and The National Schoolof Bridges and Roads in 1888. In 1921, it turned into thePolytechnic School of Bucharest where civil engineers weretrained in the Division of Civil Engineering, which was namedThe Faculty of Civil Engineering in 1938. As a result of theEducation Reform in 1948, the Faculty of Civil Engineeringseparated from the Polytechnic School (which became ThePolytechnic Institute) and became an independent highereducation establishment called the Civil Engineering InstituteBucharest. In 1994 it adopted the present name - TechnicalUniversity of Civil Engineering of Bucharest. From 1864 to1948, The National School of Bridges and Roads and then theDivision of Civil Engineering of the Polytechnic School trained

2137 civil engineers, under the guidance of some famous pro-fessors like: Spiru Haret, Anghel Saligny, Elie Radu,Gheorghe Ţiţeica, David Emanuel, Andrei Ioachimescu,Gheorghe Filipescu, Ion Ionescu, by whose efforts andachievements were laid the foundations of the Romanian sci-ence and technics in civil engineering.From 1948 to 2007, more than 37000 engineers graduatedfrom the Technical University of Civil Engineering. Throughoutthis time, the academic staff of the University included somerenowned personalities of science and civil engineering, suchas Aurel Beleș, Cristea Mateescu, Dumitru Dumitrescu,Ștefan Bălan or professors Mihail Hangan, Victor Popescu,Alexandru Steopoe, Radu Prișcu, Emil Botea, AlexandruGheorghiu, Andrei Caracostea, Panaite Mazilu, IonStănculescu and others, who followed the tradition imposedby their forerunners.

Eng. Elie Radu (1853-1931),the author of the building designfor the Hydro-electrical plant Gro-zăvești

Acad. prof. eng.Anghel Saligny (1854-1925)who used reinforced concrete atbuilding silos for the first time inthe world (1884). He designed(1888) and supervised the erec-tion of Cernavodă bridge overthe Danube (1890-1895), thelongest bridge in Europe at thattime. He carried on ample townplanning works for Constanţaharbour.

Acad. prof. mathematicianGheorghe Ţiţeica (1873-1939)is the initiator of some chapters ofthe projective differential and affinegeometry („Projective DifferentialGeometry of Net-works", „Intro-duction to Projective DifferentialGeometry of Curves"). He disco-vered new categories of curvesurfaces and networks that bearhis name. During the last part ofhis life, he studied the geometryof curves and conformal transfor-mations. His numerous works ofelementary mathematics contri-buted to the improvement of mathe-matical education in Romania.

Acad. prof. Spiru Haret(1851-19120),mathematician, sociologist andpedagogue; he reorganized edu-cation at all levels on modernbases.

• In 2009 the Technical University of Civil Engineering of Bucharesthas a remarkable academic staff (157 professors and consultingprofessors, 122 associate professors, 107 lecturers, 198 assistantprofessors and junior assistants), who have distinguished them-selves both through the results of their teaching and researchactivity and through their direct participation in the most importantconstruction works of our country.

• In Romania are registered more than 10.000 companies thathave stipulated in their status various civil engineering activities:design, execution, repairs etc., most of them being private. Thecivil engineering sector looks very dynamic and full of great expec-tations in the context of the integration into the European Union.

• At present, a few thousand graduates from the TechnicalUniversity of Civil Engineering of Bucharest are working in theUSA, Canada, Germany, France, Italy, Spain, Israel, South Africaetc. Their solid education has given them the possibility to integrateand to quickly adapt to the working conditions and methods ofother countries. All over the world, the civil engineers educated inBucharest are ranged among the best professionals in this field.

• Reorganizing the civil engineering higher education according tothe Bologna process offers the graduates from the TechnicalUniversity of Civil Engineering of Bucharest the opportunity to bevalidated and integrated into the European job market.

• The technical University of Civil Engineering of Bucharest is theinitiator and coordinator of EUCEET Thematic Network, whichincludes 131 partner institutions from 29 European countries.

• In March 2001, the Technical University of Civil Engineering ofBucharest reached a Double-Diploma agreement with EcoleNationale des Ponts et Chaussées, the first agreement of this kindin the Romanian civil engineering higher education.

• the Technical University of Civil Engineering of Bucharest is atechnical university for higher education, training specialists in civilengineering, building services, mechanical engineering, environ-mental engineering, geodesy, as well as in adjacent fields with atechnical specificity.

Foreword

The Technical University of Civil Engineering in Bucharest is thepraiseworthy heir of a two centuries old tradition in specialized higher educa-tion, which started with the 18th century geodesy (cadastral survey) school inMoldavia; the tradition was then continued during the 19th century in Walachiawith the first National School of Bridges and Roads set up in 1851 in Bucharest.

The most important task of the Technical University of CivilEngineering is the training of highly competent specialists in the fields of CivilEngineering, Systems Engineering, Management in Engineering, as well asApplied Language Studies, having the capacity and appropriate scientific, tech-nical and managing skills needed for their optimal integration according to therequirements of the Romanian and European economy today. With its rich spe-cialty engineering tradition and outstanding teaching staff, our University nowstands out by its degree of competitiveness, performance and professionalismat a national and international level.

The Technical University of Civil Engineering as an institution is ac-credited for all higher education programmes - Bachelor, Master, and Docto-rate – in full agreement with its major aim of promoting excellence in trainingand research; these activities are consistent with its ultimate mission of train-ing specialists at the highest level, with a view to contributing to the scientificand technological progress, to maintaining high professional standards andefficiently involving these specialists at all levels of the real economy, with aview to constantly increasing the life standard.

The academic staff includes around 520 members involved in theprofessional formation of approximately 8,000 students for the first two learn-ing cycles, and over 600 learners following Doctoral studies. Along with thisnoble mission, the members of the teaching staff, as well as our students arefocused on research, design and consultancy activities, being highly appreciated atnational level for their competence in finding the appropriate solutions for themost complex problems.

Another component of the activity of our University is focused oninternational relationships, promoted both at the level of the teaching staff andat the level of scientific research. Links with over 100 universities from 27countries represent a solid basis for strengthening and diversifying the inter-national relationships of our University, for the purpose of paving the way forincreased student and staff exchanges, through various types of Europeaneducational programmes as well as through bilateral protocols signed with foreignuniversities on mutually relevant research topics.

This brochure is a comprehensive, though not exhaustive presenta-tion of the University structure and of its research fields; it is simply an invita-tion for you to meet us.

T.U.C.E.B. students have the opportunity to be accomodated in the hostels of the university, within the number of available rooms.They can have their meals at the university canteen.Accommodation and meals are provided in exchange for a fee established in accordance with the provisionsof the „Regulation concerning the organization of student hostels and canteens“.

Budgetary students receive a partial subvention of the accommodation fee, within the limits imposed by the Ministryof Education and Research (M.Ed.R.).T.U.C.E.B. students receive medical assistance for free at the infirmery of T.U.C.E.B.Budgetary T.U.C.E.B. students benefit from free accommodation in winter and summer camps, under the provisions establishedby the Ministry of Education and Research (M.Ed.R.) in accordance accoring to an appropriate methodology.Full-time budgetary students benefit from free public transport permits, within the limits of the M.Ed.R allowances.

The amount of money allocated for scholarships, except for the overseas education scholarships, is established bythe Senate of T.U.C.E.B.The criteria for scholarship granting are stipulated in the „Regulation concerning scholarship granting and other formsof financial support for students and graduates from T.U.C.E.B.“The scholarship fund is made up of the amount of money allocated by M.Ed.R. from the state budget and the extra-budgetary funds (supplementary funds), which are allocated by the Senate of T.U.C.E.B.

On the basis of the Institutional Contract, concluded with the EuropeanComission, the Technical University of Civil Engineering of Bucharest has regu-

larly received funds for participating in different activities of SOCRATES-Erasmusprogrammes, the condition for using these funds being to conclude some bilateralconventions with partner universities from countries in the E.U.

At present, bilateral conventions are concluded with prestigious universi-ties from France, Germany, Italy, Spain, Portugal, Great Britain, Greece, Belgium,Denmark, Holland, Austria, Sweden, Finland.

The main target of these bilateral conventions was to provide the legalframe for studentsʼ mobility at all levels: undergraduate (excepting the 1st and the2nd years of study), master and doctorate.

Among the results obtained by T.U.C.E.B. in the field of international co-operation, one should mention the foundation of the Thematic Network EUCEET -European Civil Engineering Education and Training, which includes 131 partner insti-tutions from 29 European countries:

By the specializations „Urban Engineering and RegionalDevelopment“ and „Economic Engineering“, FCIAB educates spe-cialists able to sort out the problems arisen as a consequence ofsocial development: urbanization level increase and long-lastingdesign of localities.

Specialization: Civil, Industrial and Agricultural BuildingsIt educates civil engineers for conceiving, designing, executing and

maintaining all building categories (residences, schools, hospitals, administrativeand cultural buildings, sports centers, touristic buildings, offices, performancehalls, industrial and agro-zootechnical plants, warehouses, car-parks etc.), as wellas industrial buildings (funnels, water towers, cooling towers, silos, bunkers,reservoirs, trestles etc.). Students also acquire theoretical and practical know-ledge concerning the compliance with thermo-hydro-energetic and acoustic regu-lations, different interventions on the existing buildings (consolidation, refunctio-nalization, rehabilitation etc.), which aim at improving their mechanical and ther-mo-energetic performances.

Specialization - „Urban Engineering and Regional Development”It educates specialists able to ensure cooperation at a local, regional or

national level between the public and the private sector for the complex – inter-and pluri-disciplinary – process of building and administrating the territorial units– both the urban and the rural ones. The graduates from this specialization, hav-ing strong knowledge in the field of technical-urban planning infrastructure and ofthe existing buildings within the urban and rural areas can be employed in fieldslike local and central public administration, design and execution in civil engi-neering, urban engineering and land management, investment, mortgage, creditand transaction banking sector.

Specialization - „Ecomomic Engineering”It educates engineers for the field of building management, technical-

economic documentations, marketing, human resources and business communi-cation, cost engineering, estate evaluations, investment project management.This complex training allows the graduates to easily adapt to any business environ-ment.

Main laboratories of FCIAB:The laboratory of metallic structuresis licensed as a first-degree national laboratory fordestructive and non-destructive tests on elementsof metallic structures at natural scale, with modelsand test tubes, concrete, reinforced concrete andwooden elements.

In the Concrete laboratory,steel bars and concretes are dynamically and sta-tically tested against stretching, compression andbending, using small-sized test tubes.

The Laboratory of the National Centre forSeismic Engineering and Vibrationsis licensed to carry out instrumental investigationsof the dynamic type, in order to establish thephysico-mechanical features of materials. Itincludes:• the mobile laboratory for experimental/instru-mental investigations• the laboratory of structure dynamics and seismicengineering

Laboratory of structural testsis conceived for simulating the effect of the seis-mic action on the structural elements and sub-assemblies, being the second in Europe from thetesting capacity point of view; it is similar to theone from The Research Institute in Tsukuba,Japan.

Computer laboratoryis used for teaching purposes, being provided withcomputers from the latest generation, connectedto the Intranet and the Internet.

Specialization: Hydrotechnical Works and StructuresIt aims at training specialists for designing, researching and executing

hydrotechnical works on the Romanian water flows and seashore. The mainworks or activities in this field are:

The profession of a building services engineer – tradition, present and future.In the field of Building Services, within the fundamental field of civil engineering, the Faculty of

Building Services provides two accredited specializations, namely Building Services for CivilEngineering (since 1949) and Installations and Equipment for Atmosphere Protection (since 1990).Since 1994, the specialization of Building Services for Civil Engineering has also provided full-timeinstruction in French, by co-opera-ting with the Department of Civil Engineering in Foreign Languagesand Communication from T.U.C.E.B.

The engineer of building services is trained for interesting activities that are and will always be necessaryeverywhere. Buildings are, indeed, made for people, to be inhabited, visited or used as working spaces. Buildingservices provide the inhabitants or visitors with the necessary comfort, safety and facilities. Comfort implies ma-king heating installations, ventilation and air conditioning systems, water supply, waste water treatment, natural gassupply, electrical and lighting systems, acoustic systems, automations and energy saving systems. Safety meansfire-proofing, alarm and warning systems, video surveillance etc. Facilities mean lifts, elevators, telephony, compu-ter networks etc. Thus, for training the engineer of building services, besides the fundamental subjects, such asmathematics, physics, chemistry, drawing, computer science etc., formative subjects in the technical, hydraulic andelectrical field are necessary. By studying these subjects, they acquire the basic knowledge for the specific subjectssuch as Heating Installations, Thermal Networks, Ventilation and Air Conditioning Systems, RefrigerationInstallations, Sanitary and Gas Installations, Electrical Installations, Lighting Systems, Automations etc. The spec-tacular technical evolution, the scientific progresses in the field of building services and, generally speaking, in thefield of civil engineering, by means of new equipment, materials and technologies require permanent adjustment ofthe curricula to these major changes. All these are applicable – with some complementary and differentiating ele-ments – to the specialization of Installations and Equipment for Atmosphere Protection as well; in addition to the spe-cific competences for the field of Building services, this specialization offers the necessary competences to the engi-neers who are going to work in the field of air protection and depollution.

The development of the field, together with the goodtraining offered to the engineer of building services at the level ofdegree programmes, has led to an increasing demand of gradu-ates from the employersʼ part. At present, the students and gra-duates from the Faculty of Building Services are monitored bydifferent companies and the salaries they are offered are moti-vating. Moreover, this profession allows running oneʼs own com-pany, as managerial competences are very well developed in thisfaculty.

Getting study credits, transferable at the Europeanlevel by the E.C.T.S. system, according to the legislation in forceat the moment, allows acquiring the general competences thathigher education offers and the specific ones, in compliance withthe requirements of each field and specialization.

The specific competences offer the premises for developing the activity of an engineer of buildingservices in various fields, as well as for continuing the academic studies by graduate programmes, such asMaster and doctorate.

Design: technical-economic study elaboration for investment founding, technical-eco-nomic documentation elaboration; technical and executional project elaboration for allthe categories of building services.

Execution: technical documentation analysis, scheduling and managing theinstallation works; applying the specific norms of labour safety and fire prevention;aiming at work completion; elaborating the necessary technical documentation forwriting the Building Card.

Marketing: technical-economic comparative analysis of alternative solutionsto make and equip the installation systems; knowing and presenting the techni-cal-functional characteristics of the materials and equipment used in buildingservices.

Management: energetic planning study elaboration; monitoringutility network operation and exploitation; other management posi-tions that require specific training.

Exploitation: work reception; functional check; establishing and exe-cuting the necessary adjustements for complying with the designed para-meters; revision and execution of maintenance works and runningrepairs; installation energetic management.

For the Master of Science Degree,the faculty offers two specializations, namely:Technological equipment for civil engineeringand Technological resources engineeringand management.

Specialization of Technological equipment for civil engineering educates concep-tion, production and exploitation engineers for machines, gear and equipment used in construction-assembly, mechanization works in civil and industrial engineering and communication ways, machinesand installations for exploiting and manufacturing prefabricated materials and elements for civil engi-neering.

Specialization of Technological resourcesengineering and management was introduced in 1990,due to the demand of specialists in this field and aims at trainingengineers capable of conceiving and managing complex processesand technologies of construction-assembly, ensuring the bestexploitation of the machines and equipment used in civil engine-ering. Besides fundamental knowledge, this specialization providesknowledge in the field of civil and mechanical engineering, mecha-nized execution technologies for civil engineering works, communi-cation ways and bridges, as well as technological resources gene-ral management in civil engineering.

The graduates from this faculty work both in the sectors ofconceiving and manufacturing mechanical equipment and in thebuilding activity (sites, building materials companies, maintenance,exploitation and repair units, companies that lend or sell mechanicalequipment, company representatives etc.). The multi-disciplinaryinstruction gives the graduates the opportunity to adapt and toapproach various tasks in the field, leading to their rapid absorptionon the job market.
