NOTA EXPLICATIV Ă la Planul de studii pentru Ciclul I (licenţă), specialitatea Politologie

În cadrul specialităţii „Politologie” se studiază toate procesele şi fenomenele politice, şi

tendinţele şi legităţile acestora, impactul lor asupra societăţii. Politica, fiind un subsistem al sistemului social global, joacă un rol deosebit în funcţionarea acestuia, datorită influenţei sale asupra altor subsisteme. Ştiinţa politică se axează pe studierea modului de organizare şi de conducere a societăţii, de acţionare în vederea realizării anumitor interese, obţinerii, distribuirii şi realizării puterii politice. Importanţa programului, propus pentru ciclul I, specialitatea Politologie, rezidă în faptul că planul de studii cuprinde problematica cu privire la formarea şi funcţionarea sistemului politic şi regimului politic, mecanismelor puterii politice, la activitatea partidelor politice, grupurilor de interes şi de presiune, la rolul societăţii civile, culturii politice, participării politice în câmpul sociopolitic în ansamblu. Specificul domeniului de formare al specialităţii Politologie se axează pe transpunerea teoriilor şi abordărilor teoretice din domeniul ştiinţelor politice în practica şi activitatea politică, precum analiza şi prognozarea proceselor politice, programarea şi managementul activităţii politice, a campaniilor electorale, aplicarea strategiilor de comunicare, negociere şi gestionare a conflictelor, utilizarea tehnologiilor alectorale şi tehologiilor de PR în contruirea şi promovarea imaginii liderilor, partidelor, programelor politice etc.

Actualitatea şi comprehensivitatea programului de studii ”Politologie” propus pentru ciclul I de pregătire rezidă în integrarea cerinţelor procesului de la Bologna şi constă în investigarea şi analiza problemelor actuale ale vieţii politice din Republica Moldova şi altor ţări prin îmbinarea dintre teorie şi practică. Scopul general de pregătire a specialiştilor în domeniu se axează pe studierea teoriilor politice, analiza proceselor şi fenomenelor politice din lume şi din Republica Moldova, generând o viziune teoretică şi praxiologică amplă asupra domeniului politic contemporan.. Programul are drept finalitate pregătirea specialiştilor în domeniul ştiinţelor politice, specialitatea Politologie, care posedă cunoştinţe teoretice, capacităţi de analiză, evaluare şi prognozare a fenomenelor politice, abilităţi teoretico-practice necesare în activitatea politică. Admiterea se efectuează în conformitatea cu Regulamentul de organizare şi desfăşurare a admiterii în instituţiile de învăţământ superior din republica Moldova.

Concepţia formării specialistului în domeniul ştiinţelor politice, Specialitatea”Politologie” constă în pregătirea cadrelor care corespund necesităţilor şi exigenţelor realităţilor politice din ţară şi din afară, orintărilor şi tendinţelor politice ale guvernării şi puterii politice, axându-ne pe studii teoretico-aplicative de analiză a experienţei şi practicii politice. De asemenea, concepţia de pregătire a cadrelor în domeniul politic are la bază un caracter teoretico-practic, sistemic, interdisciplinar al programului.

Planul de învăţământ cuprinde disciplinele fundamentale prevăzute pentru această specialitate, precum şi alte discipline menite să completeze pregătirea generală sau de specialitate a viitorilor specialişti în Ştiinţe Politice. Pregătirea teoretică şi practică a studenţilor este organizată în conformitate cu cerinţele pieţei muncii. Obţinerea competenţelor este concepută prin două modalităţi: obligatorie, care vine să asigure pregătirea teoretică de

specialitate şi practică; opţională, determinată de libera alegere a studenţilor în funcţie de interesele specifice.

Necesitatea specialităţii ”Politologie” pe piaţa muncii Disciplinele predate vin să formeze competenţe ce ţin de aplicarea cunoştinţelor obţinute în practica profesională: capacitatea de a prezenta şi argumenta utilitatea teoriilor politice pentru activitatea practică, planificarea şi prognozarea activităţii politice, abilităţile de pregătire, discutare şi adoptare a deciziilor privind activitatea politică, utilizarea stilurilor eficiente de conducere, evaluarea activităţii politice în contextul exigenţelor contemporane, utilizarea metodelor adecvate cercetării fenomenului politic, competenţe de utilizare a limbajului politic şi perfecţionarea lui. Pe piaţa muncii, absolvenţii s-ar putea anagaja în sectorul de stat, organele administraţiei publice centrale (Preşedenţie, Parlament; Guvern), şi locale (primării, preturi), alte instituţii publice (Comisia Electorală Centrală), sfera privată şi în sectorul non-guvernamental şi advocacy, programe naţionale şi internaţionale etc.. Titularul acestei diplome poate activa în calitate de politolog, analist politic, cercetător-stagiar în ştiinţe politice, consultant, funcţionar public, funcţionar de partid, asistent al deputatului, colaborator în formaţiuni politice şi sociale, ONG-uri; cercetător, consilier, coordonator de programe etc. Aprecierea standardelor educaţionale / profesionale, ca finalitate a procesului de formare profesională iniţială, permite stabilirea unor criterii de evaluare clare şi crearea unui mecanism funcţional în care sunt corelate eficient toate elementele procesului de studii: învăţarea, predarea şi evaluarea. Consultarea partenerilor sociali (angajatori, absolvenţi, profesori, studenţi), cercetarea opiniilor studenţilor, exprimate în chestionarul cu privire la evaluarea cadrelor didactice şi a procesului de studii, precum şi chestionarea studenţilor privind relevanţa programului de studii. Deasemenea, se efectuează chestionarea partenerilor sociali privind evaluarea gradului de pregătire a specialiştilor de către instituţia de profil, la specialitatea Politologie în perioada desfăşirării practicii de iniţiere şi de spceialitate, precum şi coordonarea elamorării şi moderizării planurilor prin consultarea partenerilor sociali. Elaborarea planurilor de studii s-a făcut prin investigarea ofertelor şi planurilor de studii la alte instituţii de învăţământ din ţară şi de peste hotare (IRIM, ULIM, SNSPA Bucureşti, Universitatea Alexandru Ioan Cuza, Iaşi, Univeritatea Boliai-Babeş, Cluj-Napoca; Univestitatea de Stat din Moscova etc.). De asemenea este o conlucrare eficientă cu instituţii şi organizaţii de profil, precum Parlamentul Republicii Moldova, Guvernul Republicii Moldova, Comisia Electorală Centrală, partide politice, centre de analiză politică etc.

Planul de studii la specialitatea Politologie este elaborat şi aprobat de către Departamentul Ştiinţe Politice şi Administrative,, analizat şi evaluat de către Comisiile de caluitate ale DŞPA şi FRIŞPA, aprobat în cadrul Consiliului cadrelor didactice al Facultăţii Relaţii Internaţionale, Ştiinţe Politice şi Administrative a Universităţii de Stat.

La finalizarea programului de formare, absolventul deţine următoarele competenţe: identificarea mecanismelor de implementare a cunoştinţelor teoretice în activitatea politică; cunoaşterea şi înţelegerea particularităţilor realităţii politice; aplicarea formelor şi metodelor eficiente de control a proceselor politice; analiza stilurilor eficiente de guvernare, formularea metodelor de influenţare a procesului politic; aplicarea metodelor adecvate cercetării domeniului politic; planificarea şi prognozarea activităţii politice; pregătirea, discutarea şi adoptarea deciziilor privind activitatea politică; evaluarea activităţii politice în contextul exigenţelor contemporane.

EXPLANATORY NOTE The undergraduate study plan for (Bachelor),License in Political Science

According to the framework of "Political Science" the study cover all political processes

and phenomena, and their trends and patterns, its impact on society. Politics, being a global social system of subsystem, plays a special role in its operation due to its influence on other subsystems. Political science focuses on the study of organization and leadership of the company, operating in pursuit of certain interests, obtaining, distributing, and achieving political power. The importance of the study program proposed for the undergraduate, degree in political science, resides in the fact that the plan of studies encompasses issues relating to the formation

and operation of the political system and political arrangements, mechanisms of political power, the political parties activity, interest and pressure groups, the role of civil society, political culture, political participation in the sociopolitical overall. Domain specificity of training of political science specialty focuses on translating the theories and theoretical approaches in the field of political science in practice and political activity, as well as the analysis and forecasting of political processes, programming and management of political activity, election campaigns, applying strategies for communication, negotiation and conflict management, electoral technology and use of PR technologies to build and promote the political leaders image, parties, political program, etc.

The actuality and comprehension of the "Political Science" program proposed for the First (I) training cycle steams in the integration of the Bologna process requirements and consists in investigating and analyzing the present problems of political life from Moldova and other countries through the combination of theory and practice. General aim is focused on the training of specialists on the area of political theories studying, analyzing of political phenomena and processes from the Republic of Moldova and all over the world, generating a broad theoretical and practical vision on the contemporary political domain. The program feedback has done to prepare specialists in political sciences, degree in political science, with theoretical knowledge, capacity for analysis, evaluation and forecasting of political phenomena, the necessary theoretical and practical skills in politics. Admission is carried out in accordance with the Regulation on the organisation and operation of the admission in higher education institutions in the Republic of Moldova.

Training Design Specialist, Specialty "Political Science" consists in preparing the specialists that meet the needs and requirements of the political realities in the country and outside, movements and trends of governance and political power, focusing on the theoretical and applied studies regarding the analysis of political experience and practice. Also, the design of specialist training in the field of "Political Science" is based on a theoretical and practical nature, systemic, interdisciplinary program.

The plan includes the fundamental educational disciplines prescribed for this specialty, as well as other disciplines designed to supplement the General or specialized formation of the future specialists in political science. The student’s theoretical and practical formation is organized in accordance with the requirements of the labor market. Skills are designed in two ways: compulsory, which comes to provide theoretical training and practical; optional, determined by the free choice of the students according to their specific interests.

The necessity of "Political Science" study on the labour market strives upon the subjects taught that are coming to form applying skills and knowledge obtained through the professional practice: the ability to present and argue the utility of political theories for practical work, planning and forecasting political activity, skills training, discussion and decision-making concerning political activity, use of effective leadership styles, evaluation in the context of contemporary political exigencies, using adequate methods of political phenomenon, research skills to use the political language and perfecting his. Due to the labor market requirements, graduates would be able to be hired in the public sector, government bodies (Parliament, President; Local government), and (town halls, prices), public institutions (Central Electoral Commission), the private sphere and the non-governmental sector and advocacy, national and international program, etc.. The holder of this diploma may activate as a political scientist, political analyst, researcher-in-training in political science, consultant, and lawmaker, Associate Assistant to the political parties and social organizations; researcher in political science, head of non-governmental organizations and other humanitarian organizations and similar organizations, political adviser, State Adviser for institutions and organisations, the manager (information and services advertising policy) Professor Assistant, political science trainer, programme co-ordinator, etc. Assessment of educational/professional standards as purposeful process of initial training, establish clear evaluation criteria and creating a functional mechanism in which all the elements are related to the effective education process: learning, teaching and assessment.

Debating with the social partners (employers, graduates, teachers, students), students ' research opinions expressed in the questionnaire regarding the evaluation of the teaching and educational process, as well as questioning students on the relevance of the program of studies. Also, the questioning of the social partners on the assessment of the degree of preparation of specialists of the institution, in political science in study period of initiation and specialty practice, and the coordination of elaboration and modernization plans in consultation with the social partners. Plans of study has been done by investigating the offers and plans of studies at other educational institutions in the country and abroad (IRIM, SNSPA, Bucharest, Alexandru Ioan Cuza University, Iaşi, Vilnius Gediminas Boliai-Babes, Cluj-Napoca; Moscow State University etc.). It is also an efficient cooperation with institutions and organizations, such as the Parliament of the Republic of Moldova, the Government of the Republic of Moldova, the Central Electoral Commission, political parties, political analysis, etc. in order to develop the students of the comprehension of the whole complex of international relations, that they would offer the opportunity to become competitive on the labor market and to be hired in the various public and private institutions.

The plan of studies in Political Science is developed and approved by the Political and Administrative Sciences Department and analyzed and evaluated by the Quality Committees of PASD and FIRPAS, the Council approved in frames the teaching staff of the Faculty of International Relations, Political and Administrative Sciences of the State University of Moldova.

Upon graduation of the program, the graduate student holds the following study objectives/learning outcomes: identification of the implementation mechanisms of the theoretical knowledge in political activity; knowing and understanding the peculiarities of political reality; application forms and methods for effective control of political processes; analysis of effective governance styles; formulating methods of influencing the political process; the application of appropriate methods of political research domain; the planning and forecasting of political activity; preparing, discussing and adopting decisions on political activity; evaluation in the context of contemporary political exigencies.
