On February 12, 2016, the National Statistics Institute (INS) published the estimate for economic growth in Romania in the fourth quarter and full year 2015, announcing GDP growth in the fourth quarter of 2015, of 1.1%, from the previous quarter, this indicator increased by 3.8%, seasonally adjusted, compared with the same quarter of 2014 and the GDP growth in 2015 over the previous year was 3.7%.

2015 is the 5th consecutive year of growth, after +1.1% in 2011, +0.6% in 2012, +3.5% in 2013 and +3.0% in 2014. The growth of 3 7% in 2015 is the highest recorded for the Romanian economy in the last 7 years. In absolute terms, GDP recorded in 2015 at current prices was 710.3 billion lei, or 159.8 billion euros.

According to INS, the majority of economic sectors had a positive contributions to GDP growth in 2015, compared to 2014 (+3.7%), except for agriculture, forestry and fishing (-0.5%); so:

- Wholesale and retail trade (+1.0%) with a share of 15.8% to GDP; - Construction industry (+0.6%) accounted for 7.4% of the GDP; - Information and communications (+0.6%), 5.7% in GDP; - Net taxes on products (+0.7%), with a contribution of 12.1% in GDP; - Industry (+0.5%), with a share of 23.2% to the GDP.

The evolution of the main branches of economic activity in 2015 was positive:

a) Romania's trade in 2015 reached 117.6 billion euros, a record volume for the country, registering an increase of 5.9% over 2014; b) The industrial production continued to be an important pillar of economic development, increasing in 2015 by 2.7% (gross series) compared to 2014,; c) The construction activities in 2015 compared to 2014, as gross series, increased by 10.4%; d) The primary energy resources increased in 2015 compared to 2014 by 2.0% and the electricity by 7.8%.

Romanian imports in 2015 grew by 7.6%, mainly due to the increase of imports from EU countries by 10.1%, while arrivals of goods from non-member countries decreased by 0.1%. In terms of the evolution of the structure of imports in 2015 over the previous year, there were increases in the share of category of machinery and transport equipment (from 35.5% to 37.3%), the group of other manufactured goods (from 30% to 31%) and the group of food, beverages and tobacco (from 7.7% to 8.5%). Diminishment was registered in the share of mineral fuels and lubricants’ group (from 9.2% to 6.4%), while the other sections’ share remained unchanged: chemical and allied products (13.7%), raw materials (3.1%). The top 10 countries of origin of goods brought into Romania in 2015, totaling 68.1% of country’s imports, were: Germany (with a share of 19.82%), Italy (10.69%), Hungary (7.95%), France (5.59%), Poland (4.84%), China (4.58%), Netherlands (4.01%), Austria (3.85%), Turkey (3.63%) and Russian Federation (3.15%). The differences between the rates of increase for imports and respectively for exports resulted in a growth of the trade deficit by 38% (2.3 billion euros) in 2015 compared to 2014 (from 6.1 to 8.4 billion euros).

The exports, which registered a volume of 54.6 billion euros - the highest flow of Romanian goods to abroad in the history of country's foreign trade, increased by 4.1% compared to 2014. Deliveries to European Union member states increased in the last year, compared to 2014 by 7.9%, and continued to hold a big share in Romanian exports (73.7%), up by 2.6 p.p. compared to the situation at 31.12.2014. However the Romanian exports to non-European countries, in 2015, were 5.2% lower compared to 2014. Regarding the evolution of the structure of Romanian exports in 2015 compared to 2014, it has been a small increase in the category of machinery and transport equipment (from 42.2% to 44.5%), the group of other manufactured goods (from 32.7 % to 32.8%) and the section food, beverages and tobacco (from 8.5% to 8.8%). Consequently the share of other groups diminished; so: chemicals and related products represented 4.9% (from 5.2% in 2014), mineral fuels and lubricants 4.5% (from 6.0%) and raw materials 4.5% (from 5.3%). The top 10 markets for Romanian goods in 2015, accounting for 64.1% of national exports were: Germany (with a share of 19.75%), Italy (12.43%), France (6.80%), Hungary (5.38%), UK (4.36%), Turkey (3.94%), Bulgaria (3.34%), Spain (2.89%), Poland (2.68%) and Holland (2.53%).

Romania's trade in 2015 reached 117.6 billion euros, a record volume for the country, registering an increase of 5.9% over 2014, thus being the third consecutive increase of over 5%, although the realization of last year is mainly due to the increase in imports.

The 10 principal partners, in order of size in trade in 2015 were: Germany (19.79%), Italy (11.60%), Hungary (6.76%), France (6.15%), Poland (3.84%), Turkey (3.77%), the UK (3.36%), the Netherlands (3.32%), Austria (3.23%) and China (3.22%). The trade with these 10 states represented 65% of Romania’s foreign trade.

The primary energy resources increased in 2015 compared to 2014 by 2.0% and the electricity by 7.8%. So, the net coal production increased by 6.3%, the import of petroleum products by 27.5%, while the production of crude oil and of natural gas decreased by 1.7% each. In 2015, the electricity production increased by 3.7% compared to 2014, with considerable growths in power plants (+6.2%), photovoltaic solar energy production (+53.4%) and wind power (+49.1%). In the meantime, the production of energy in nuclear power plants decreased (by 0.3%) and also the hydro-energy production (by 12.2%). The final consumption of electricity in 2015 increased by 6.0% compared to 2014, the public lighting by 30.6% and private consumption by 3.7%. The export of electricity increased by 28.1%, reaching a volume of 10.504 million KWh (versus 3.776 million KWh of import).

The industrial production continued to be an important pillar of economic development, increasing in 2015 by 2.7% (gross series) compared to 2014, due to manufacturing (+3.5%) and the production and supply of energy electricity, gas, hot water and air conditioning (+1.3%), while mining and quarrying registered a reduction (-12.5%). Increases in turnover were registered in the industry of capital goods (+8.8%), consumer durables (+6.4%), intermediate goods industry (+3.1%) and current use goods industry (+2.5%). The energy industry recorded a decrease (-22.8%). As for the industrial new orders in 2015, compared to 2014, rose overall by 3.6%, due to rises in the groups: consumer durables (+28.0%), intermediate goods (+3.5%), capital goods industry (+ 3.0%); only the current use goods industry registered a stagnation. Noteworthy is that inside the EU, Romanian industry is among the most dynamic, with a growth of 2.7% recorded in 2015, being above both the EU28 average (+1.7%) and the industry evolution in the 19 states of the euro region (+1.4%).

The evolution of construction activities in 2015 compared to 2014, as gross series, increased by 10.4%, with rise in all categories of works: the overhauling (31.8%), maintenance and repair (13.3%) and new construction works (5.2%). The construction engineering and construction works volume rose by 20.0%, non-residential buildings by 1.1%; only the residential buildings construction recorded a contraction of 5.8%. It is remarkable that in the context of previously recorded poor results, in 2015 it has been a revival of the construction sector, one of the most dynamic economic sectors, with a significant contribution to economic growth. At the EU level, the growth of constructions sector in Romania noticed among the highest (by 10.4%) in 2015, being higher than the EU28 average (+0.6%); in general, this activity in the EU has faced some problems that have led even to reduce the volume of construction (-1.0%) in the Member States of the euro area (EA-19).

The unemployment rate in Dec. 2015 was 6.7%, 0.1 p.p. higher than in Nov. 2015, the same level as in March and June 2015, but below the unemployment rate recorded in other months of the last year. The average unemployment rate in the EU28 was, in late September 2015, by 9.0%. Only 10 states had lower unemployment rates: Czech Republic (4.5%), Germany (4.5%), Malta (5.1%), UK (5.1%), Austria (5.8%), Denmark (6.0%), Luxembourg (6.1%), Hungary (6.3), Estonia (6.5%) and the Netherlands (6.6%). The highest unemployment rates were registered in Greece (24.5%), Spain (20.8%), Croatia (16.5%), Cyprus (15.7%), Portugal (11.8%) and Italy (11.4%). The INS’ March press release announced that the unemployment rate in January 2016 dropped by 0.2 p.p. over the previous month, reaching 6.5%.

Balance of payments and external debt According to the National Bank of Romania (BNR), in 2015, the current account of the balance of payments recorded a deficit of 1.758 million euros, compared with 686 million euros in 2014, due to the deficit in the balance of primary incomes (1.830 million euros) and trade balance (1.430 million euros), partially offset by the increase in the surplus revenue side (to 1,187 million euros) and services (with 1.001 million euros). At 31.12.2015 Romania's foreign debt rose, according to BNR data, to 90.9 billion euros, of which 71.1 billion euros long-term debt (down by 5.7% compared to end-2014) and 19.8 billion euros short-term debt (up 4.9% compared to 31.12.2014). Romania's total external debt at the end of 2015 was reduced by 4.1% compared to the end of the last year, the lowest level in the last 5 years.

Monetary policy interest rate Between January 8 and May 7 2015, BNR reduced by 4 times the monetary interest rate by a total of one percentage point (from 2.75% to 2.50%, then to 2.25 %, to 2.00% and finally to 1.75%), maintaining a stable rate after that. Consequently, the interest rate lending facility (Lombard) decreased from 5.25% to 4.75%, after to 4.25%, to 3.75% and is currently at 3.25%; the interest rate on the deposit facility remained, from August 5, 2014, at a 0.25% per annum.

The inflation, as expressed by the Consumer Price Index - CPI in December 2015 compared to December 2014 was negative (-0.93%) according to the National Institute of Statistics, well below the inflation target, which is 2.5%, plus/minus one pp. The annual inflation rate came in negative territory on lower VAT rate on food in the second half of 2015 and continues its negative trend due in particular to decrees (from 01/01/2016) of the overall VAT share from 24% to 20%. By press releases of 15.02.2016 and 11.03.2016, the INS announced that the inflation rate remain negative, with record levels (-2.13%) between January 2016 / January 2015 respectively (-2.68%) between February 2016 / February 2015. According to the baseline macroeconomic scenario, the central bank published in the Inflation Report (on Feb. 2016), the annual CPI inflation rate forecast at 1.4% at the end of 2016 and 3.4% on 31.12.2017.

FDI - the foreign direct investments in Romania reached in 2015, according to the central bank data, a level of 3 035 million euros, from which the equity stakes (including the reinvested net profit) were 3 340 million euros and the intra-group loans recorded a negative net value of 305 million. FDI in 2015 was up 25.4% from the level recorded in 2014 (2 421 million euros).

According to the INS, the net investments in the national economy increased in 2015 compared to 2014 by 8.4% due to: the 5.2% increase in new construction group, the 10.8% in equipment category (including the transport) and the 12.3% in the group of other expenses. The economic branch structure of investments in 2015 was as follows: trade/services 42.4%, industry 37.9%, construction 12.0%, agriculture 4.7% and 3.0% other branches.

Romania's rating by specialized agencies

In March 2016, JCRA - Japanese rating agency has improved Romania's country rating from BBB-/BBB to BBB/BBB+ for the long term debt in foreign currency and in local currency respectively, with a stable outlook.

In January 2016, the rating agency Fitch reaffirmed the rating for the long-term government debt of Romania in foreign and local currency, at BBB-/BBB, with a stable outlook.

In December 2015, the rating agency Moody's upgraded the rating outlook from stable to positive, confirming the sovereign rating to Baa3 (investment grade).

The Standard & Poor's agency maintained, from 2014, its rating for Romania at BBB- with a stable outlook.

Bilateral Trade Romania - Sweden

• The 2015 continued the positive trend of increasing the bilateral trade (that reached a total by approx. 50% more than the level of 2010). It could be highlight the sustained growth of the bilateral trade in the last years, in spite of the problems of the international crisis started in 2008.

• It is noteworthy that the bilateral trade growth, in the period 2010-2015, was due to the increase of both exports and imports, for the two parts, and this is why there is a balanced trade with significant prospects for growth and diversification. Romanian exports in relation to Sweden increased with 72.6% and the import of Swedish products raised by 24.4% in the same period of time. In 2015, the bilateral trade balance was favorable to the Romanian side with a total of 1 016 million SEK.

• In the first three months of 2016 the total bilateral trade was 1594 million SEK, 3,8% more than in the first quarter of 2015. The Swedish export was 641 million SEK, 4% more than in 2015, and the Romanian export to Sweden was 953 million SEK, 4% more than the last year. The bilateral trade is keeping a favorable balance, of 312 million SEK, on the Romanian side, for the period January-March 2016. The bilateral trade figures of 2016 are in correlation with the trend of diversification of the economic relations between Romania and Sweden.

The Romania Business Climate Survey 2015 was initiated and financed by Business Sweden and supported by the Embassies of Sweden, Denmark, Finland and Norway in Romania.

The purpose of the survey was to explore how companies with Nordic capital perceive the business climate in Romania, what are the opportunities and challenges of the market and to identify areas for improvement and outline future expectations for the Romanian market.

The survey focused on the following topics: - Business establishment procedures, infrastructure and human capital; - Legislation, taxation and payments; - Investment environment, regulations and profitability.

The result are based on the answers of 115 respondents, representing 32% of the total number of 362 people, from Nordic companies, who received the survey. The study has been conducted by Business Sweden during April-June 2015.

Results of the survey:

• More than half of the companies think it is easy or very easy to establish a business in Romania and rent or buy premises.

• The availability of competent staff is very good, the productivity high and the cost level is one of the lowest in EU.

• The legal system is not highly trusted by Nordic companies, but it is improving. • The transparency of information is not especially high, and the bureaucracy is still there,

but it is not really a barrier. • About the corruption, the encouraging news is that Romania is fighting this problem

actively and with good results. • A very good level of English knowledge, higher than in many other EU-countries and

many Romanians know several foreign languages. • The communication infrastructure, especially in the sense of roads and railways is

improving. • Nordic businesses are very welcomed in Romania and they feel that the good reputation

of the Nordic countries actually supports them in their business.

The Majority of the respondents see a bright future for their business in Romania.

World Bank improves growth forecast for Romanian economy in 2016

According to the report, The World Bank forecasts that in 2017 and 2018 Romanian economy will have a 3.7 percent and 3.4 percent growth respectively, down by 0.4 percent and 0.6 percent, compared to the January 2016 forecast.

World Bank growth forecasts regarding Romanian economy are more pessimistic than those released by the International Monetary Fund (IMF) and the European Commission (EC).

According to the IMF, Romanian economy will experience a 4.2 percent increase in 2016, thanks to the introduction of measures aimed at boosting consumption, followed by a slight decrease, in 2017.

The EC forecasts a 4.2 percent growth for 2016 and a 3.7 percent growth in 2017, respectively.

According to data recently released by Eurostat, Romania reported an economic growth of 1.6 percent in Q1, compared to the previous quarter, representing the highest economic growth rate among EU member states. In the first quarter of 2016, compared to Q1 2015, Romania and Sweden posted the highest economic growth rates among EU member states (4.2 percent), followed by Slovakia (3.7 percent) and Spain (3.4 percent). With a drop of -1.4 percent, Greece was the only EU member state to record a decline in the period under survey.

According to the World Bank report, the overall growth forecast for the Europe and Central Asia (ECA) region, which includes Romania, is of 1.2 percent, 0.4 percent less than its January forecast.

The World Bank has improved slightly the growth forecast for Romania’s economy in 2016, from 3.9 to 4 percent. However, its biannual “Global Economic Prospects” report, has revised downwards the growth forecast for the next two years.

Romania posts strong economic growth of 1.6 pct in Q1 2016

Romania’s economy has been placed among the top performers of Europe in a recent report by Saxo Bank, posting the highest economic growth among 20 countries analyzed.

Thus, with a GDP increase of 1.6 % during the first quarter over the previous one, Romania leads by a detached 0.7 p.p. over Cyprus, which comes in second. Romania’s strong advance was brought on by recent wage increases and some fiscal loosening measures, which stimulated domestic consumption.

Private services had the largest contribution to GDP growth in terms of supply, with wholesale and retail sales, transport and tourism contributing 2.1 p.p. after an increase of 13.1 % y-o-y (18% share in GDP formation), shows a report by ING. The IT sector also added 0.6 p.p. due to an increase in activity of 7.6% , contributing 6.1% to GDP formation. In terms of demand, private consumption jumped by 10 % y-o-y, adding 6.4 p.p. to expansion. Without domestic supply being able to accommodate the fast rising demand, this led to a negative input of 3.4 p.p. to growth from net exports as imports far outpaced the export expansion pace.

The Saxo Bank report shows Lithuania and Spain both saw a 0.8 % economic advance on the quarter, while Germany, Bulgaria and Slovakia followed with 0.7 %. Germany saw a doubling in its growth rate, stimulated by the expansionist monetary policy led by the Central European Bank, according to the report. The Netherlands and France posted an advance of 0.5 %, Austria, Finland and the UK 0.4 %, while the lowest levels of GDP increase were seen in Italy (0.3 %), Belgium (0.2 %) and Portugal (0.1 %).

Hungary, with a 0.8 % drop, saw the largest decrease in GDP over the last four years, led by political risks and a slump of 33.9 %in the constructions sector. Greece, which is currently going through austerity measures, has a low internal consumption which in turn led to a 0.4 % decrease in GDP during Q1 over the previous quarter. “Rapid reduction in gross fixed capital formation and household expenditure continued to have a significant negative impact on growth” - the report shows. Latvia and Poland both posted a slowdown in their economies, with a 0.1 % GDP drop. In Latvia’s case, the strong growth in transport and storage and a stable momentum in manufacturing were offset by a significant downturn in the construction sector (down 22 %). Poland was also affected by political risks, its economy showing signs of decrease for the first time since 2012, due to a Constitution crisis which has warded off foreign investors.

Annual inflation rate falls further in May to -3.5 pct

Prices fell for a majority (66.9 percent) of goods and services in May as compared to April. A slight increase (0 to 2.5 percent) was observed in 19.8% of goods and services, while goods and services for which prices grew by more than 2.5 percent had a weight of 13.3%.

As compared to April, foods for which the largest price decrease were observed were eggs (6.27 percent), beans and other leguminous plants (down 1.51 percent). Increases were seen for potatoes (up 16.06), fresh fruit (6.22 percent) and tinned fruit (3.68 percent).

“May-16 CPI printed at -3.5 percent y-o-y, in line with market consensus and slightly above our call for -3.6 percent. It was the volatile food prices (particularly those of potatoes) that led to the difference versus our forecast; otherwise, there were no major surprises” - says in a report the ING’s chief economist, Mr. Ciprian Dascalu.

When it comes to non-food products, drops were seen in detergents (0.04 percent), video devices and sporting goods (0.07) and gas (1.07), while prices for the total category were 0.09 percent higher over April 2016.

Among services, urban transport dropped 0.08 percent and other services by 0.9 percent.

According to Mr. Dascalu, this should be the lowest threshold for the inflation, as the VAT cut effects will start to wear off, however remaining in negative territory for most of the second half of the year.

“We currently expect the central bank to start policy ‘normalisation’ at the November 4 meeting (via a narrower standing facilities corridor), but there are significant risks of this being delayed to Q1 2017 given subdued headline inflation” - the economist concluded.

The annual inflation rate has dropped to -3.5 percent in May 2016, a 0.2 percentage points decrease over April’s value, show data from the National Institute for Statistics – INS.

Mercur Center, owned with a majority stake of 93 percent by SIF Oltenia, has been closed since September of last year in order to undergo restauration works worth EUR 12 million.

The new H&M unit will span 1,700 sqm and will be the fourth store to be opened in 2016 by the Swedish retailer in Romania.

“Three years after the inauguration of the first unit in Craiova, we are pleased to strengthen our local presence and to mark the beginning of the summer season with a new store where customers can purchase their favorite outfits of the season” - said Mihai Duica, lease manager of H&M Romania.

H&M Romania posted in 2015 a turnover of EUR 149.5 million (RON 665.2 million), a 25.6 percent rise over the previous year. However, its profit dropped a dramatic 73 percent to a little over EUR 3 million (RON 13.7 million), while its number of employees rose to 870 (from 691 in 2014).

The company entered the local market in 2011, currently having a national network of 44 stores.

H&M announced it will be opening a new store in Craiova inside the newly upgraded Mercur Center, which restarted operations on June 9.

The Romanian Tourism Authority (ANT) has just launched the portal Newsturism.ro, which aims to connect providers of tourism-related events with the public.

According to ANT representatives, the portal will include a database containing all tourism fairs in Romania and abroad, activities carried out by ANT, interviews with key players in the field, as well as photo galleries and useful links.

“The public must always have access to a calendar of tourism events, straight from the source, eliminating intermediaries. Newsturism.ro will be the main source, trustworthy, which will help people get informed in real time, as part of ANT’s new communication strategy” - Anca Pavel-Nedea, ANT president stated.

The National Tourism Authority, subordinated to the Ministry of Economy, Commerce and Relations with the Business Environment, implements the national tourism development strategy.

In Q1 2016, the arrivals of foreign visitors to Romania, according to customs, increase by 1% compared to the same period of 2015. Most of the foreign visitors came from European countries (94.1%). 53.0% of the total arrivals of the foreign visitors to Romania were from EU Member States, out of which the most arrivals were from:

Bulgaria (30.5%), Hungary (29.6%), Italy (8.5%), Germany (6.1%), Poland (5.1%) and Austria (2.2%).

In the same time the departures of Romanian visitors abroad, according to customs, amounted by 12.2% compared to 2015. The Romanian visitors abroad mostly used the means of road transport, 69.0 % of the total departures.

Location, geography and climate

Romania is situated in the southeastern part of Central Europe, on the shores of Black Sea, extending approximately 300 miles north to south and 400 miles east to west. Industries include chemical (petrochemical, paints and varnishes), metal processing, machine manufacturing, information technology, industrial and transport equipment, textiles, manufactured consumer goods, lumbering and furniture. About 39.2% of Romania’s territory is arable land, 28% forests, 21% pastures, hayfields and orchards and 2.5% vineyards. Corn, wheat, vegetable oil seeds, vegetables, apples and grapes for wine are the main crops and sheep and pigs the main livestock. Forestry and fisheries are also developed.
